You need a valid payment method to download apps. Even free apps cause most apps now have in-app content that can be purchased after you install the free app. It doesn't have to be a Credit card, Debit cards with a Visa or MasterCard symbol also work. If you don't have one of these ask your significant other or parent(s) to use theirs.

You don't. Backup your itunes library on the old computer and move it to the new computer.

Once you have successfully done that you can go ahead and choose Erase and Sync when you plug your iPod in.

You can't copy directly from one iPod to another. If the songs on the old one aren't in iTunes you need to copy them back and update the new one from there. Whichever of these retrieval methods you choose, I would also advise that you get yourself an external hard drive and back your stuff up, relying on an iPod as your sole backup is not a good idea and external drives are comparatively inexpensive these days, you can get loads of storage for a reasonable outlay.

Are the songs on a computer? Right mouse click on a song and on the summary page it will tell you what AppleID was used to purchase it.
If you are going to carry on using the same computer then just plug in the iPhone and sync the information there. So you will have a copy on your iPhone and maybe different stuff on your ipod.

I have an older generation of Ipod and I am trying to upload all my songs from my old Ipod to my new Itunes account. How can I change my old Apple ID to my new one so I can keep all my songs without having to buy or hunt for them all over again?

Sorry meffie, you cannot transfer purchases from one Apple ID to another. Are the songs under the old ID all purchased via iTunes?
If so, then sign onto the iTunes on the computer with your old ID and Authorize the computer for that Apple ID: Store on the top menu, then click on Authorize This Computer.
Once it is Authorized, you can then go to the iTunes Store and under Quick Links on the right-hand side, click on Purchased. Then click on Music, Songs, Not In this Library, and you should be able to see all of your purchased music, which you can download to your iTunes library individually by clicking on the cloud next to the song, or you can click on Download All at the bottom of the screen to download all of the tunes.
