This is not Apple support. It is a user to user forum.
It would seem that you bought a phone that is locked to a carrier in Poland. You would either need to contact this carrier to discuss unlocking, or return or sell the phone and buy an unlocked one.

You cannot. The iPhone is locked to Softbank, and only they can unlock it. Problem is that Softbank will NOT unlock the phone, as they do not offer iPhone unlocking.
Buy an iPhone in the Phillipines.
PS Before you go on a rant at Apple, be aware that Apple does NOT unlock phones and they do not set unlocking policies. The carriers (Softbank in this case) set the unlocking policy. -

Sometimes the activation server is just not available for a short time. Trying again usually corrects this problem. But as Peter Gillespie suggests, if the iPhone you are trying to activate has ever been jailbroken, or the computer you are using to activate the phone has been used to jailbreak an iOS device then you will get the Activation Server not Available message.

Sprint has to provide you with the unlock code since you bought an unlocked contract phone from them, this communication should also be relayed to Apple in order to provide the unlock code. I usually will hang up and call back for another agent who is willing to help...But going directly to Apple will not help.. This is usually "an uneducated purchase" ...

for a hacked iPhone.
Google may provide some direction. Be advised that depending what
software was used to hack your iPhone, a legitimate unlock may fail
and further attempts to restore your iPhone may result in it becoming
inoperative. Ask whoever jailbroke/hacked your iPhone for support. -
