With everyone and their iDogs trying to update at the same time, things are gonna be a bit bumpy off the bat trying to update and/or activate.
All anyone can really recommend is to keep trying or wait until a bit later, after the hubub has died down.

Settings > General > Reset > Reset Network Settings.
Restart the device.
Restore as New.
Might also be a good idea to contact the carrier just to verify there are no account issues. -
i had recently followed orders to restore my iPhone 3gs (iOS 6.1) from a question on apple support. However it was working fine before that, it's just that my phone didn't have signal. So it said to restore my iPhone and now it says that the Activation server is temporarily unavailable and when i plugged it into my mac, it said that i ddn't have a sim card installed. What can I do to fix this besides bring it to the store? it also bugs me because this answer was supposed to work but it just messed my phone up even more. This has already happened once and i had to take it to the store. What should I do to fix this? Thank you so much for all answers. i really appreciate.

ClareAll of your apps should be in iTunes on the computer, simply sync them back.
If they are not, go into the purchase history and download them again. -

Did you buy the phone new or used? If you bought it used, you will have to talk to whoever you got it from. You cannot bypass the activation lock. Only the owner of the account it's locked with can release the lock.

Hi I just updated my iphone 3GS and it wouldn't let me activate my phone it says that my server is currently unavabliable? (my phone used to be on Tesco then i made my phone GSM to THREE, would this cause any problems?)
I don't know what you mean by "then I GSM". Is your phone a CDMA phone? If so, did Tesco unlock the GSM portion of the phone to be used with a GSM carrier's SIM card when roaming outside of the country? If so then I doubt they will allow you to activate it again for permanent use with another carrier.

Something went wrong with the update, this can and does happen with every version of iOS.
There is nothing wrong with the update.
Simply restore the device via iTunes on the computer.
If iTunes is stating it will take hours to update, that indicates an extremely slow Internet connection and is likely the reason the OTA update failed.
