I get this message on my iPad (This iPad hasn't been bachup two weeks, backups happened when this iPad is plugged in, locked and connected to Wi - Fi)
I believe this is a message you get when iCloud Backups are enabled. To stop getting the message you can either do what it says to allow it to back up or turn off iCloud backup under Settings > iCloud > Storage & Backup.

I am get this message on my Ipad and have followed the instructions, connect the Ipad, lock the screen and connected to a Wi-Fi connection - however I have done this but I still get the message on the screen. If you're still having this problem, reset it by holding the power and home buttons at the same time until you see the Apple logo, then release.

Hold both Power and Home buttons for 10 seconds until your device restarts, so you will be able to use it again.
The Power button is the one that you use to put your iPad in sleep mode (at the top of the iPad), and the Home button is at the bottom of the screen -

Hold Sleep and Home buttons for 10 seconds until your device restarts, so you will be able to use your device again. Finally, open Settings > iCloud > Storage & Backup, and make a backup. The device will be backed up when it's plugged to the charger and connected to your network -

It may be that you have much stuff (i.e. photos, apps) for it to do a full backup but you will be able to tell what the estimated backup should be and what it will consist of so that you can choose to prune down items. If you don't want to backup and get rid of the messages you can just turn backup off from this area as well.

If you are stuck on that screen and can't get out of it, reboot the iPad.

Assuming that you have iCloud backups turned on .... go to Settings>iCloud>Storage and Backup>Backup Now. -
