Make sure the device is powered on and connected to a Wi-Fi or cellular network. Then contact the previous owner and ask them to follow these steps to remove the device from their account:
Sign in to their iCloud account at www.icloud.com/find.
Click All Devices to open a list of devices linked to their account, then select the device to be removed.
Click the Erase button to erase all content and settings from the device. When prompted, don't enter a phone number or message. Click Next until the device is erased.
When the erase is complete, click "Remove from Account" to remove the device from the account.
After the device is erased and removed from the account, you can proceed with the device setup process.
If the person you bought it from refuses to do this, I would assume the device is stolen and I would demand a refund and/or contact the authorities.

As I said you need to:
You need to wipe the hard disk and reinstall the OS by booting into the recovery partition and reinstall the original OS via the internet. It will ask you to enter your ID

The same way you would contact anyone. Call them, e-mail them, speak to them in person, write a letter. There are many ways to communicate with a fellow human.
No one here would have the contact information for a random seller of an iPhone.

I don't know what you want to hear, but no one here can help you. apple will not help you.
What you're dealing with is the activation lock, where it's required for the person that sets up the iPad to 'release' it to be used by someone else.
There's no hack or crack. There's no assistance anyone here can give you beyond the suggestions we already have.
Use your imagination. Or use the ipad as a pretty new paperweight.

I bought a phone from a person on ebay. the phone was working fine until i locked myself out (forgot my passcode), upon restoring the iphone through itunes, it asks for an apple id for the person who activated the iphone. I the seller doesnt know the information and neither do i. Is there any way I can get the owners email that activated it? You can’t, and Apple won’t do it for you; the activation lock is an anti-theft measure. You may be able to get a refund for it.

There is absolutely nothing that can be done to activate that iPhone except return it to the person who "lost" it. That is the Activation Lock, an anti-theft protection, stopping you from using it. That cannot be bypassed by anyone, not even Apple.
Only the owner can relese the iPhone.

No, there is no way to remove the previous user ID. If the previous owners information was bogus the iPad is likely stolen.

Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.
