I can't get a hold of the previous owners iCloud account or Apple ID ,how else can I erase his account so I could activate my phone

So after hitting "Delete" for the second time (which I did not do because I did not want to delete my account) it asks for a password?
Can't the phone just be reset back to factory?
Settings>General>Reset>[choose your option]
or
Reset throught the iTunes you will be syncing with?

I am trying to get a hold of the value of a seeded field, this is an Oracle selfservice benefits update page.
The page name is /oracle/apps/ben/selfservice/enrollment/webui/EnrtSelctPG.
The fields I am looking at are healthplan option name and the selection field-that has the check flag.
I am unable to find out the name of the fields and unable to figure out how I can get to the two fields to check their values.
Can someone please assist?

I am trying to validate when the user click next.
Compare values from my custom region and a value in a nested seeded region. This is the first tme I am trying to get a hold of a seeded field on the seeded page.
I created stand alone region before, but never compared values and validated Oracle seeded fields.So I am not sure how to go about it.

I tried updating my Iphone 4s and things went wrong. i luckily backed up my phone before hand, but now when i turn it on, it gives me a white screen (as if i just bought the phone) and its telling me to enter a apple id and password, but when i put in my own it says that it cant activate the phone with my ID. apple support just tells me to get a hold of the original BUT WHAT IF I CANT. i constantly use my phone all the time and im in the of help. PLEASE.

Then you can't use the iPhone, and Apple won't unlock it for you; the activation lock is an anti-theft measure. Sorry, but no help is available with this issue.

Login to the app store with YOUR ID. You can't use the app store without an Apple ID. If there are apps on the phone that were purchased with the original owners ID, you do NOT own them. The owner had no legal right to give them to you and they are permanently tied to the ID that was used to purchase them.

I am not sure what you mean by this, can you please explain in more detail? You cannot erase accounts that already have transactions posted to it.

Not sure. It may also have never been reported to AT&T as stolen.
It won't really matter. The hardware ID of the phone is associated with the Apple ID and password of the person who originally activated it. That is association is stored on Apple's activation servers and only the original owner can remove the association as discussed in the article you were reading. Until that happens, the activation server will not reactivate the phone without the proper Apple ID and password being entered.

You don't. It will have to be removed by the owner of the account that was used to lock it.

but after the last updating I couldn't bypass the activation screen because the owner of the account has died; assure he was only own the account and he never possessed the device.

If you have all the proof that you bought the apple product then Apple should be able to help you!
They know if it has been stolen, the police know if it has been stolen. Why cant they help??

Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.
