They know if it has been stolen, the police know if it has been stolen. Why cant they help??

Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.

PLEASE.

Then you can't use the iPhone, and Apple won't unlock it for you; the activation lock is an anti-theft measure. Sorry, but no help is available with this issue.

If you are referring to Activation Lock, the password for the Apple ID signed into the device is required, there is no way around this. If you do not have the information and cannot contact the previous owner, the device is useless.

Only its legitimate owner can remove an iPhone from Find My iPhone. If you did not purchase it directly from its legitimate owner you're out of luck.

I'm afraid so. The vendor should have restored it to factory condition before selling it, so basically he has sold you an unusable device. If you have no way of contacting him for a refund or to unlock it you are, as you say, stuck.

Try getting a refund for it. Unless you’re the device’s original owner, Apple won’t unlock it for you.

I was sold a phone which has a previous owner. Although when they sold it to me, they said it was already activitated, but had no battery..Now that I charged it and tried to connect it with my iTunes it said I must enter the previous owner iCloud of which I am unware of.
