You do not need the Find My IPad installed.
If you had "Find My iPad" enabled in Settings > iCloud then you may be able to locate it. If not, you cannot locate it. If it was enabled then you can try locating it via http://icloud.com on a computer or the App "Find My iPhone" on another iDevice. Note: this will only work if your device is connected to a network and the device hasn't already been restored as new and/or "Find My iPad" has not been disabled on it.
If you think that your device was stolen rather than lost then you should report it to the police. In either case you should contact your carrier, change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

The only way to "locate" the iPad is if you had previously turned on Find my iPad, in which case you could track it in iCloud - as long as the iPad is connected to a network and the thief hasn't wiped out the iPad and restored it to factory settings.
If you haven't activated Find, then all you can do is report it to the police and your insurance company.

Unless she had Settings > iCloud > Find My iPad enabled on it then there isn't any way to try and locate it. If she did have it enabled then she could try locating it either via http://www.icloud.com on a computer or Find My iPhone app on another iOS device - but that will only work if it's connected to a network and Find My iPad hasn't been disabled on it.

Welcome to the Apple Discussions Forums.
We cannot assist you here with your stolen iPad, you need to contact the authorities and report the theft. If by 'closing' your iPad you mean securing it, we can't help with that either. However you should change any email or other passwords you may have used with it as soon as possible, including your iTunes Store account (Apple ID) password.
Also, it is not recommended to post serial numbers in a public forum - you need to edit your post to remove that information.
I sincerely hope the iPad can be found and returned to you.

If it was stolen then you need to report it to the police, Apple cannot help you.
If you had set up MobileMe/Find My iPad on it then you might be able to track and/or remotely wipe its contents via MobileMe - though it will need to be connected to a network for that to be possible. If you didn't set it up on it then there is nothing you can do. But at the minimum you should probably now change your email and iTunes account passwords, and any other passwords that you stored on websites or in notes/emails on the iPad.

You can use Find My iPhone
Enter your Apple ID and password of the device you want to find. If the device is still powered up and the SIM card is still in it you might be able to find it. There are options to disable it as well. This is based on you having enabled it when you set up the device.

TIPS first things have i should do for my stolen ipad:
- make police reporting
- send message and check ipad location on find my ipad/iphone (mobileme.com) follow all directions
- and remote lock or wipe ( but check and make sure that available to you to restore on new ipad before you wipe)
if there any else better than i did, please share....
