i have an iphone 5 ios v.6.0.2
if my iphone is connected to a wifi network while acting as a hotspot, does the iphone use the cellular network or the wifi to which it is connected to provide the internet access? i ask because my laptop has an issue where it can't connect to my home wifi network.

It won't.
The hotspot is for connecting devices using wifi or blutooth to the internet using yoru wifi cell data.

It sounds like you are unable to connect to the Wi-Fi created by your Personal Hotspot. I recommend these troubleshooting steps from the article named:

Try disabling and reenabling Personal Hotspot from Settings > Personal Hotspot or Settings > General > Cellular > Personal Hotspot.
Reset network settings by tapping Settings > General > Reset > Reset Network Settings.
Wi-Fi troubleshooting
If you encounter an issue using Personal Hotspot with other Wi-Fi devices, try the following:
Turn Personal Hotspot off.
Verify Wi-Fi is on in Settings > Wi-Fi.
Turn Personal Hotspot back on.
If another device is unable to join your Wi-Fi network, ensure that the user enters the Wi-Fi password correctly. If the device cannot see your Wi-Fi network, verify your device name.
Note: Windows may not properly display a device name that uses non-ASCII characters.
Verify how many devices are currently using your Personal Hotspot. Depending on your wireless carrier and, the maximum number of Wi-Fi connections may be limited to three at one time.
If the other device still cannot connect, try turning Wi-Fi off and on again on the device. Verify that your device can see other Wi-Fi networks.
Note: If you see an "Unable to Join" or timeout error when trying to connect a device using Wi-Fi, ensure that you remain on the Personal Hotspot screen until the first device connects. After a device has connected, you can leave the Personal Hotspot screen and use your phone normally. Your device will automatically stop broadcasting using Wi-Fi if you put your device to sleep or after 90 seconds elapse with no devices connected using Wi-Fi. You can start broadcasting your Wi-Fi network again by tapping Settings > Personal Hotspot.
If none of the previous steps resolves your issue, restore the iPhone.

Yes, that should work at least temporarily. Some printers are not constantly looking for WiFi networks, however, so you'll have to make sure the hotspot is setup and active every time you turn your printer on.

Do you have a SIM in the phone?
A SIM is required to activate it.
If you DO have a SIM in it, the most common cause of this problem is a phone that was hacked to illegally unlock it and has been updated or restored.

Oh no! I am saddened to hear that you are having troubles with your MMS pictures. I know that this can be an important thing to be able to do. Depends.
If you go in System Preferences / Network, you will see a list of all the network interfaces your current configuration has. If you click on the gear icon next to the minus sign, the drop menu will offer "Set Service Order...". There you can prioritize the order of use: Ethernet above Wi-Fi and wireless will be ignored if Ethernet is available.
Note that the Wi-Fi card will remain active and associated with an access point nonetheless. It just won't be used for communications by the OS and apps.

Satellite Pro A200 failing to connect with iphone hotspot via wifi

Apologies if I get some of the technical jargon wrong but I pretty useless when it comes to IT issues.
I have a Satellite Pro A200 and had problems connecting to various wifi connections.
The computer would see the wifi connection and connect to it but i wasn't able to connect to the internet.
The office issue has now been sorted by our IT support guy (security settings on the new router we too complex for my PC or something like that) but he wasn't able to solve the problem of not being able to connect to my iphone to use the 'hotspot' feature via wifi.
Does anyone know a way of solving this or is it a simple fact of the laptop being too old and really needs updating?

This is not a question of notebook age
As far as I know not all mobile phone providers support this
You should firstly ask your mobile provider if you can use the tethering function.
If this would be supported my mobile provider, then you have to connect the iphone to the notebook firstly
For that youve got two options: you could use the BT connection (in such case check if notebook supports BT too) or via USB cable provided with the iPhone.
(PS: As far as I know tethering is support by iOS3.0 and higher)
After the iphone has been connected to the notebook you need to enable the tethering on iphone.
Under Settings -> Network you should see the option internet tethering this need to be enabled.
Now you should be able to see that in Network & sharing Center of the control panel.

Only using WiFi for connecting to the internet

I'm hoping to get a Pay & Go iPhone in January. O2 provide unlimited browsing for the first year, but after that you have to pay £10 per month, or you can opt out. I would want to opt out, and just use the internet in free WiFi hotspots (like College, for example).
Do any applications (like Mail, for example) use the internet of their own accord, or will I only be charged if I actually use them (outside of a WiFi hotspot)?
Furthermore, is there a way of disabling internet access over 3G, EDGE, and GPRS?

The answer to all your questions is no. Unless you put the phone in Airplane mode it will use whatever data connection is available - so if you are on wifi and it hiccups, you will use GSM/Edge.
If you open mail, safari, maps, weather or anything else, it will try to do a data connection and it doesn't care what is available.
Some carriers will put a data block on the phone - at least in the US, and they way the phone will NOT do data over GSM/Edge/GPRS. I am not sure if O2 offers this, but you can ask. Just make sure to ask if Texting (SMS) is still available if you care about that.
10 pounds per month is about half what we pay in the US.

i am staying at a resort and we had to change rooms because they did not prep the first. The internet was great there, but here, sadly, i can hardly ever find a spot with a steady signal, on my phone. But my laptop does just fine so i want to make a hotspot from their wifi to my phone. You can't. You can only create a WiFi hotspot using your computer if the computer is connected to the Internet via Ethernet. The WiFi radio in your laptop can not both connect to WiFi and create a WiFi network simultaneously.

There are alternatives ways to call without cell service, but for straight calling from the app does require it.
For calling, if you use an app like Talkatone as it can call over VoIP.
Or if you're tech savvy, connect an Asterisk server to GV
But for the in-a-pinch calls, get the MagicJack FreeCall app. You can call any US/Canada number for free and the quality is surprisingly good over 3G.

Office 2010 Windows 7, Notes not syncing with iPhone 5 using WiFi

My Notes on my iPhone 5 will not sync to/from Outlook 2010 on Windows 7 using WiFi. Works only on USB cable Using itunes 11.2.2.3
Do not want to use iCloud, except for Find My iPhone.

Update: I reset settings on the phone, then synced with no results. Then, I wiped all the music from the phone, then resynced with my selected music. This time it all synced. I am not sure which step fixed the problem, but it appears to be fixed for now.
