    As I already said, you have to create an iCloud account on an iOS device or Mac.  If you don't have one, you can't create and iCloud account. Apple states this on the page you downloaded the iCloud control panel from (iCloud Control Panel 3.1 for Windows), where it says:
    "Note: To create an iCloud account you need an iPhone, iPad, or iPod touch with iOS 5 or later, or a Mac with OS X Lion v10.7.5 or later."

    Everywhere I search on Apple's Support site says to sign in to iCloud using your "Apple ID," which I did. I've had my iTunes account for years (even migrated from the old AOL account system). It's the standard email+password that everyone is supposed to use.
    My main question is how can I have a valid Apple ID and not an iCloud account--if the two are supposed to be linked?

    I've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
    So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one.     Are you trying to login to an account you already made (on an iPhone or similar) or create a new iCloud account?

    Your Apple ID must be an email address to use it for and iClouid account.  If it isn't in the form of an email address you can change it so is by following this guide: http://support.apple.com/kb/HE40.  The ID must also have an active email address associated with it.  If it doesn't, first go to appleid.apple.com and add one before trying to use the ID for iCloud.

    Sorry, Misread your post.
    In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
    Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.

    By the way - the only reason I downloaded iCloud is because Apple deleted the backup option from iTunes.  Since iCloud doesn't work, I guess we have no way to protect our iTunes music collection.  Absolutely stupid.

    I'm trying to run the icloud control panel from a Windows 7. Im able to sign in to the icloud website, but not the control panel. I've changed my Apple ID. I've unistalled the control panel. I've changed my internet browser, but when I try to log in to the control panel it tells me that though my Apple ID is valid, it is not an icloud ID. I follow the "forget password" link on the control panel sign in window to change my icloud ID, but it changes the apple ID and I still cant get into the control panel with that ID.

    I finally got tired of updating iTunes and saying no to iCloud.  Stupid me apparently.  Now I'm Faced with a sign in box for iCloud that says my id is a valid Apple id but NOT an iCloud id.  Everything I look at says that the id should work for both.  Well, it's not for me and I am regretting having installed iCloud.  If I can't sign in, or find out how to, I am going to remove iCloud and will never have anything to do with it again as it will be an obviously unusable program.  Anyone know how to fix the stupid thing? 
    OK.  I finally got a new screen that says I have to use my apple id to set up iCloud on a device..I don't have any devices..only my PC, unless a Kindle counts.  Can anyone help here, please?
