Yes, although it's best to associat your iPad with one Apple ID otherwise you will need to constantly switch.
Change iTunes Store Country on an iDevice
1. Tap Settings;
2. Tap iTunes & App Stores;
3. Tap View Apple ID;
4. Enter your user name and password;
5. Tap Country/Region;
6. Tap Change Country/Region;
7. Select the region where you will be located;
8. Tap Done.

Particularly useful in your instance:
Before you begin
Sign in with the Apple ID that you used for the original purchase.
See which Apple ID you used to download an item.
See if the content is available for redownload. Previously purchased items might not be available if they're no longer on the iTunes Store. If you changed your Apple ID from one country to another, you can’t download items you purchased in a previous country.
and then to download again:
Apps
Tap App Store.
If you're using an iPhone or iPod touch, tap Updates, then tap Purchased.
If you're using an iPad, tap Purchased.
Find the item that you want to download.
Tap the Download icon. After the app downloads, you can open it from the Home screen.
If you can't find the item that you purchased in the iTunes Store, report a problem with the item. You can report a problem with a purchase made within the last 90 days.
If you have a problem with an older purchase, contact iTunes Store support.

You can log out of an account (you can't 'cancel' an account) by tapping on it in Settings > iTunes & App Store - any content that you downloaded with that account will remain tied to that account. You can then create a new account via the Create New Apple ID button on that screen. If you don't want to give credit card details then follow the instructions on this page when creating the new account : http://support.apple.com/kb/HT2534

Of course.
To create the first iCloud account, open Settings > iCloud, type your Apple ID and follow the steps to set up iCloud.
Then, to add a second iCloud account, open Settings > Mail, Contacts & Calendars > Add Account > iCloud, type the second Apple ID and set up iCloud for this Apple ID.
Note that one iCloud account will work as the primary account and the other one as the secondary account. See > http://support.apple.com/kb/TS4020
