I have an Apple ID in both US and Germany. Can I use both IDs with iCloud?

You can use both accounts on your device for Mail, Contacts, Calendars and afew more iCloud services, but you can only set up one account for services like documents and app data, backup and also only one account for iTunes & Store purchases (automatic download option or iTunes Match)

Yes, you can mingle content from multiple IDs in the same iTunes content library. You just need to authorize the computer to use content from each ID.

Apple IDs cannot be merged. You should use your preferred Apple ID from now on, but you can still access your purchased items such as music, movies, or software using your other Apple IDs.

Yes, you can change the Apple ID to which your phone is tied. Delete your existing iCloud address and provide the new one. Do the same for your email.

We're looking to set up and use two Apple Ids, so each can make and control their own app downloads on an iPad Mini.
This is our first experience in the ios environment and we're a bit lost with how to handle the Apple ID settings, specifically for app downloads, less for iCloud. On previous Android app stores, there was no need to give an ID + password for each single download.

That's not going to work. You can only sign into an Apple ID on an iOS device once every 90 days. An iPad is a single user device. Yes, you can comingle the content from different Apple IDs on the same iPad, but it is best to download and comingle the content in the iTunes library of a single account on a Mac or PC and then to sync the comingled content to the iPad.

You could, for example, have one AppleID for iCloud backup [and therefore message syncing, notes syncing, etc] and a second one for iTunes [music, iBooks, etc].
But if you are looking for a way to flip everything between different appleIDs, then no.

I was trying to take my Mac air to factory default settings.
I've done all that it says in the documment i was following, and them during the process it asked me the APPLE ID.
I put the apple id i have in my iphone. But it's not the one... it's said that i don't have any OSX associated with it... so it can not install the OSX.
