You don't need to enter credit card details if you follow, exactly, the instructions on the HT2534 page that you posted from when creating an account - if you don't use those instructions then you will need to enter credit card details before you can download any item from the store (you should be able to remove the card's details after entering them).

I already have an account with my cc info but I want to gift a tv series to my in-laws who are (thankfully) cautious about putting their cc info anywhere on the internet. I read the "http://support.apple.com/kb/ht2534" , it mentions there is "None" selection in the payment method but I have tried many countries, USA, Japan, Malaysia, Singapore, Hong Kong.. none of the countries has "None" selection in the payment method.

Sound like they did what is called an express replacment. What apple does is they put a hold on your Credit Card for the amount of the cord because they are sending you the cord first. Then, once you receive the new cord in about 2-3 days, you'll put the defective cord in the box and ship it back out and when they receieve the defective one, they'll be able to remove that hold from you card.
I believe the reason behind the hold on your card is incase you don't return your defective one to them so they can find out the cause of the issue.
An Apple Retail Store could swap them out for you in store incase you happen to be near one. This requires no hold.

Asking for credit card details is a way of checking that you have a valid billing address in that country - and if you are trying to gift content that you will have to enter card details, your balance can't be used for gifting.

Otherwise after entering your card's details you should be able to remove it, the card shouldn't be charged (apart from a small temporary store holding charge, which should disappear within a few days or so) unless you are trying to gift

Usually just confirms the country you live in - you might not be going to make any purchases from the store but Apple are going to assume you will, and you can only buy from the store for your own country for copyright reasons. The credit card number verifies the country you are living in.

To create an Apple ID without a credit or debit card, there is a specific series of steps that have to be processed in order to allow the payment to be set as none on creation of the account.

If the specific steps have not been processed, a credit or debit card will be required to complete the setup the account.
However, it can be removed and payment method changed to none as long as there is not an outstanding balance.

Read the steps carefully as the order in which you follow them is critical. If you don't follow them exactly as given, it won't work. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

Part of the validation for cards is that they are registered to the same name and address as on your iTunes account, prepaid cards tend not to be so won't be accepted.
What you owe isn't shown on the payment details screen of your account ? If iTunes gift cards are available in your country then you should be able to redeem them onto you account so that you can your debt, after which you should get the 'none' option so that you can remove the prepaid card.

On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on your iPhone (or iPad or iPod Touch) then you could try tapping on your id in Settings > iTunes & App Stores and selecting 'View Apple ID' on the popup, and that should also give you a payments link.

I ask this question because I recently received a spam-like message from Apple asking me to log in and update my account. I went in and did that, but I would like to remove credit card details from the account and it is horribly stubborn about holding onto my credit card details.

Thankyou for the latter responses from ssschmidt and limnos - as it happens I figured this out by myself. Yes, it appears that Apple will not let you delete an account UNTIL YOU HAVE VALIDATED THE CARD DETAILS. That it, until you have given them all of your credit card details - even down to the 3 digit validation number. Only once you have provided this information does the 'Payment type - NONE' appear.
I figure however, that you can just put any 3 digits in, ie, it doesn't need to be your actual 3 pin code, for the system to let you pass to the NONE option.
As I said before, I still think this ***** the big one. Apple should not be insisting on getting customers' bank details in this way - especially since there are these PHISHING emails floating around which look extremely like official Apple communications. It was the receipt of one such email that alerted me to this issue in the first place - thanks Limnos, I didn't respond :-)
This is the first time I've used this 'user to user' set up for a query like this, and I totally think it's ridiculous. This information should be readily available from Apple - no wonder their profit levels are so astromical!
