As Winston says, you have to have the Find My iPhone service turned on (on the iPad) via settings. Just having the Find My iPhone app on the iPad will not do, that does not turn on the service. Assuming you did turn on the service, use a computer and log into icloud.com. From there you can access the Find My iPhone module at iCloud to track it.
However, if it's been weeks and the "thief" is knowledgeable, it's probably been wiped and can no longer be found.

You've misplaced it your apartment? Unless you've got 'find my ipad' installed and trigger it to make noise or something, you just have to look.

I had FindMyPhone installed and activated on MY Lost iPad (now with a new "owner") and it NEVER worked EVER!
There is/was no such thing as FindMyiPad...ONLY FindMyPhone. It WAS installed (I dont own an iPhone) AND activated! I suspect that unless you have 4G device it is worthless. Actually I know this for a fact!
AND, I knew that the new "Owner" had gone online (despite FindMyPhone telling me otherwise and NEVER locking my iPad) because Dropbox on my laptop suddenly had new photos that were taken by the new "owner".
I am now of the mind that Apple does not want us to find our lost or stolen gadgets. They make money off us when we replace them. Do what I am going to do: BUY USED!

i can't update iphoto, imovie and garageband cause it says "sign in to the account you used to purchase it" but those were pre-installed when i bought my iMac and i don't have a second id. what can i do or how can i find out which is the right account for these apps?

I also have a linked problem like that. I bought various apps under different ids and now I don't know how to sign in - where to sign in under the emails that I bought them on so i can't update my Pages app.
Can anyone help us please?

Under My devices it only show's my new iPad and my i5 phone
So I called apple and now have the IEMI number and the serial number.
So I know want to know how to ad it to my devices by using the IEMI or the serial number.

If you're just looking for it now, unfortunately you may not.
The serial number, if registerd with apple, can be found in your support profile. It is also on the box that it came in.

Hi my IPad was stolen today from my RV in Mexico. I havent activated ICloud or Find My Ipad. I am trying to report it stolen on line, but have not been able to do much yet. I have emailed to my home in Canada, asking people to look for my serial numbers.
Hi, i have just had my IPad stolen, last night. I am in Mexico, and didnt have my access password activated. I dont have my serial numbers yet, tho I am having people at home in Canada look for them. Unfortunately I did not set up ICloud, or Find My IPad on my devise. I don't have any other computer or devise. I am using my friends Apple computer now.
So some questions...
if I send you my Apple Id, and my passoword, can you do anything to help me... find my IPad?..., or lock it?... or at least report it stolen?
Would setting up I Cloud on my friends computer be of assistance at this late date.??

You are out of luck, then. You cannot track it, Apple cannot help you (btw, this is not Apple here.) You can't set up Find My Phone after the iPad is gone.
Notify the police. Change all your passwords. Buy a new iPad.
Perhaps your insurance will cover the loss for you, so speak with your insurance agent.

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
If the device is wiped by you or another, you may not be able to locate the device (although some have reported they can)
