You need either a credit card or iTunes gift card to create an iTunes account. An App store account can be created without a credit card by following the directions here:

If you are asking how to change the iCloud ID on your device, your go to Settings>iCloud, tap Delete Account, then sign back in with the new ID. This deletes the account and your iCloud data from your device, but not from iCloud. Provided you are signing back into the same account, your iCloud data will reappear on your device when you sign back in.
To avoid losing photo stream photos, save them to your camera roll (if not already there) before deleting the account. To do this, open your my photo stream album, tap Edit, tap the photos, tap Share, then tap Save to Camera Roll.

I have 2 apple iDs ( hotmail accounts) one of which was set up some time ago and not used for awhile in which time it has become blocked. This Id is set up in iTunes and the app store. It is linked to an old email address which is no longer used which means I can't retrieve a code to reactivate. What I want to do is remove this inactive hotmail account and use the other for all access with iTunes, app store, iCloud,mail etc. without losing all apps and credits. Can this be achieved ? My daughter needs the iPad at school and at the moment can't use iCloud and mail and I am scared to add more iTunes credit when there is a problem with this account... iTunes and iCloud and different accounts, you will need to delete both accounts from your device before adding the new details in their place.
For iCloud go to settings > iCloud, scroll down and hit the delete button. You can then sign back in using your correct details. For iTunes go to settings >store, tap your account ID and then sign out, you can then sign back in using your correct Apple ID.

I want to reset with my apple id to bring in my contacts and text messages (if possible) and pictures and Notes. But, I would like for her to be able to access her account too. Is that possible? Naw I figure it out without all that had to go into the FaceTime settings and only use the phone number on the iphone and only use the Apple ID on the iPad works great now no need for two Apple ID or any signing in and out.

To begin with, I would like to try to explain Apple's confusing nomenclature in regard to iCloud.
Apple have called the whole cloud thing iCloud, there are a number of features under the iCloud umbrella, some of which require their own login. iTunes is one of these, another is what Apple have unfortunately also called iCloud.
You can use the same Apple ID (account) to login to both iCloud and iTunes, but you don't need to and often users will login to each service using a different ID.
The part that you need to remember is that the services available when you log into iCloud are completely different and unrelated to those when you log in to iTunes. Your iCloud login enables mail, contacts, calendars, find my phone, Back to My Mac, Documents & Data sharing and photosstream, it does not affect any of your iTunes services.
To avoid confusion when discussing your problem, when I mention iCloud, I am referring to the services under the iCloud login, Whereas I will refer to the whole cloud thing as The Cloud.
I suspect what you are wanting to do is all share the same account for iTunes and each use your own accounts for iCloud.

I originally bought an iPhone in Canada and had my first Apple ID while there. I still want to have this account, as there are some Canadian apps that I wish to have and keep updating. However, I am now living in the UK - yet when I try to search for apps that all of my friends have I can't find them because they are particular to Britain. If you want to move your iCloud account to another existing ID you'll have to delete the existing account, set up a new account with the other ID, then upload your data to the new account. To do this, begin by going to Settings>iCloud and turn all synced data (contacts, calendars, etc.) to Off. When prompted choose to keep the data on your phone. After everything is turned off you can scroll to the bottom and tap Delete Account. Then set up the new account with your other ID and turn syncing for calendars, contacts, etc. back to On. When prompted, choose Merge. This will upload your data to the new account. Note: this will not migrate your photo stream photos. You will need to save these prior to deleting the existing account.

Unfortunately, you cannot do that. The first hurdle that you are going to face, is that mobile devices, by virtue of being prone to loss, will always require that a password is entered before a purchase of any kind is made.
If your concern about the password, is related to your privacy in regard to your mail, contacts and calendar information rather than their acces to make purchases, then the best solution would be for you to use another Apple ID for iCloud.
