I would recommend taking a look at the article below for more information on how to restore all of you data (including application data) to your new iPad. Please note that when restoring your new iPad, the process will remove anything that is currently on that device.

You can't. Not directly anyway. You might be able to import them to your computer and then sync them to the iPad but there is no way to transfer them over the air or by connecting the two devices with a cable.
I know absolutely nothing about apps like this, but I did a very quick Google search and found this.

I have just purchased a new ipad for my wife. On my ipad we purchased education apps for her to use , I have placed the apps on her ipad but when we open her itunes account to sync apps the computer will remove these apps and only leave her existing apps. Music must be synced to the iPad using iTunes, so he will have to use a computer. Furthermore, if the music not purchased from iTunes is not in the iTunes library on the computer used and cannot be added from any source other than his iPhone, he will have to purchase and use 3rd party software such as Touch Copy (which will transfer this music from his phone to the iTunes library). (iTunes will only transfer non-purchased music from the computer to the iOS device, not vice versa.)

here is a cheaper solution than camera kit and a lot easier if you have WIFI available.
I use the PhotoSync APP (I think its a $1.99) will transfer videos and photos over WIFI to any other IOS device or even PC/MAC. Great app since I like doing video and photos on my IPHONE and transfer to IPAD2 without synching through computer or doing cloud based storage.
You can even send photos/videos from your MAC/PC to your IOS devices that way too. Makes it so much easier.

The devices are not designed for transfer of that kind. Use Photo Stream as suggested by another poster, or transfer photos to your computer (a good idea anyway since they will be lost if your device needs to be reset), then use iTunes to sync them to the other devices.

The entire point of this is that you can redownload any and all of your past purchases.

You can transfer iTunes purchases by:
iTunes Store: Transferring purchases from your iPhone, iPad, or iPod to a computer
To make the new computer the syncing computer you have to:
- Transfer iTunes purchases lIke I described above
- Make a backup of the iPod on that computer by connecting the iPod and then right-clicking on the iPod under Devices in iTunes and selecting Back Up.
- Restore the iPOd from that backup
She will have to continue to use your iTunes ID to update the apps prchased with your account. To use her account she will have to log into the computer with her account (iTunes>Store) and change the sign in on the iPod by going to Settings>Store.
