Update to OS X 10.7.5 or later.  You will then be able to sign into iCloud in System Preferences.

Please always state your operating system when you have a question. Presumably you have Snow Leopard or Leopard - system too old to have heard of iCloud.
Please follow the steps outlined in this illustrated article:

Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor

If you really did actually just want quick access to icloud preferences, you can find the preferences at /System/Library/PreferencePanes.
But I can't think if why you'd want to or need to.  What Roger posted is probably what you're really after.

How do I add icloud to my ipad?

Connect the iPad to your computer's iTunes and copy any purchases off the iPad to your computer via File > Transfer Purchases - you may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case. You can then force a backup of the iPad by right-clicking the iPad 'Device' on the left-hand side of iTunes and selecting 'Backup'.
You can then start the update by selecting the iPad on the left-hand side of iTunes, and on the Summary tab on the right-hand side clicking the Check For Updates button.

iCloud is NOT something you download. I'm not positive how you add it after the fact, since I set it up from the get-go on mine, but try going into Settings>Mail, Contacts & Calendars and add an iCloud account.

  • How do I add iCloud to Finder sidebar

How do I add iCloud to the Finder Sidebar?  I have newly downloaded Mountain Lion OS X and not that when opening Finder > Go> ***/library   is not found.

You do this with the iWork documents stored in the cloud on the iCloud website - please see
    http://help.apple.com/icloud/#mm9d1d48dc
iCloud does not have general file storage; at present only iWork and TextEdit documents can be uploaded to iCloud for access by your iOS devices.
Dropbox is completely independent of iCloud and is an online file storage solution.
what's the point of the iCloud?
    iCloud:
•Provides one main @me.com email address and up to three 'aliases' (additional addresses).
•Allows you to sync your calendars between your Mac(s) and iOS devices.
    •Ditto with contacts
    •Ditto with Safari bookmarks
•Provides a conduit which copies photos taken on any one device onto all the others
•Provides a fairly basic photo gallery (populated only from iPhoto for iOS)
•Provides 'Find My iPhone/iPad' to locate a missing device that is able to connect to a network
•Backs up the contents of your iPhone
•Syncs iWork and TextEdit documents (only) between your Mac and your iPhone
•Tracks the location of your friends (only with their permission)

How can I remove iCloud from my Mac Book and iPad and Mac Book Air and then just reload back on the MB Air and iPad only, which have a different user with a separate Apple ID?

You have quite muddied up the waters, I'm afraid. Assuming you now have a single GUID partition formatted Mac OS Extended, Journaled, you should try reinstalling Lion:
Reinstalling Lion/Mountain Lion Without Erasing the Drive
Boot to the Recovery HD: Restart the computer and after the chime press and hold down the COMMAND and R keys until the menu screen appears. Alternatively, restart the computer and after the chime press and hold down the OPTION key until the boot manager screen appears. Select the Recovery HD and click on the downward pointing arrow button.
Repair the Hard Drive and Permissions: Upon startup select Disk Utility from the main menu. Repair the Hard Drive and Permissions as follows.
When the recovery menu appears select Disk Utility. After DU loads select your hard drive entry (mfgr.'s ID and drive size) from the the left side list.  In the DU status area you will see an entry for the S.M.A.R.T. status of the hard drive.  If it does not say "Verified" then the hard drive is failing or failed. (SMART status is not reported on external Firewire or USB drives.) If the drive is "Verified" then select your OS X volume from the list on the left (sub-entry below the drive entry,) click on the First Aid tab, then click on the Repair Disk button. If DU reports any errors that have been fixed, then re-run Repair Disk until no errors are reported. If no errors are reported click on the Repair Permissions button. Wait until the operation completes, then quit DU and return to the main menu.
Reinstall Lion/Mountain Lion: Select Reinstall Lion/Mountain Lion and click on the Continue button.
Note: You will need an active Internet connection. I suggest using Ethernet if possible because it is three times faster than wireless.

The file is quite large, over 5 GBs, so allow some time to download. It would be preferable to use Ethernet because it is nearly four times faster than wireless.

    Upgrading to Lion
If your computer does not meet the requirements to install Mavericks, it may still meet the requirements to install Lion.
You can purchase Lion by contacting Customer Service: Contacting Apple for support and service - this includes international calling numbers. The cost is $19.99 (as it was before) plus tax.  It's a download. You will get an email containing a redemption code that you then use at the Mac App Store to download Lion. Save a copy of that installer to your Downloads folder because the installer deletes itself at the end of the installation.
