How do I setup Icloud to view documents.
I checked it in the preferences box but do not see an icon nor know where to store documents in order to be seen

In fact, document can only be seen from within apps. On your Mac, it will be from within Pages, Numbers, etc. and from your iOS device, it will be again from the related apps. These updated apps for Mountain Lions have a feature to select where to open/save document; on iCloud or on Mac.
From iCloud.com, you can go on the iWork icon to see all your documents.
Again, this only work with Mountain Lion.

Unfortunately, iCloud does not offer equivalents to Mobile Me’s iDisk, Gallery or Web Hosting services. You will need to find a third party solution to replace these services. You might consider DropBox, SugarSync, MediaFire or any other service that offers online storage. (not all these alternatives offer all the services previously provided by iDisk)

How do you know that they are on iCloud, the iPad can (and does) save locally. If they are on iCloud they will be accessible via the application that created them (Pages, Numbers etc) and can be reached from any computer with iCloud access by logging to iCloud.com. But you did that and stated that they are not there, so what makes you think that they are?

Unfortunately your question is a little vague. If you mean how do you access icoud.com from your iOS device, then you can't. You should use the appropriate apps to view the data from iCloud on your iOS device.

I set up an icloud drive on my PC and stored my document. i have icloud set up on my iPad and iPhone. I can seem to figure out how to access those documents from the iPad or iPhone. I thought there might be an icloud app for access, but no.

Sorry, I do not think rereading is any good. The fact is: I do not see what I "should" see.
I have checked that both on IOS and Mac I use the same icloud account, both have iCloud Drive enabled. On the Mac I have e.g. a custom folder "History"
On IOS, in Documents 5 by Readdle, after tapping icloud in the sidebar and then the iCloud Drive text, I see this: (in list view, alphabetically arranged):
So, my "History" folder does not show up at the "H" and not at the end.
I thinks there is still a fair bit of iCloud related "should's" that do not materialize in practice.
For example, this same History folder is 1.11 GB in size, and when I added it a few months ago, not all files were synchronized (I checked after a week!).
You never get a positive signal that all files have been uploaded. Thus far, iCloud leaves me with that same shaky iDisk feeling of 2007!

To use iCloud Drive and to work with documents, you will need the corresponding Pages, Keynote and Numbers iOS apps or third party iOS apps that support iCloud Drive to interact with those documents. iwork on iOS uses different file extensions and formats (*.tef ) then iwork for Mac (*.number,*.key*.page) . It needs to be converted all the times so that the different apps can deal with the content of the documents.

There is no web application for Photo Stream, so you can to use your photos on icloud.com.
You can view your photos:
-On your iPhone, iPad or iPod touch, your photos will appear in the Photos app in the Photo Stream album.
-On your Mac, they appear in the Photo Stream view in iPhoto or Aperture.
-On a PC, your photos download to the Photo Stream download folder. By default, this folder is located atC:\Users\Apple\Pictures\Photo Stream\My Photo Stream. You can change this location by visiting Photo Stream Options in the iCloud Control Panel for Windows.
-On Apple TV, your photos will appear in the Photo Stream view under Internet in the main Apple TV menu after you sign in with your iCloud account.
