I just got an iPad 3 and want to give my iPad 2 to my wife. How do I do this?

The easiest thing to do is back it up (the fastest way is to connect it to iTunes, right-click on the name of the iPad on the left side and select Back Up), then go to iTunes>Preferences>Devices and confirm that the backup appears on the Backups list (so you are sure that it was successful).  Then sync it with iTunes to transfer all your purchases to your iTunes library and back up your contacts separately (either by syncing them with iCloud or using an app like My Contacts Backup).  The latter steps are necessary because photos and contacts are sometimes lost when you restore your device from your a backup.
Once you have confirmed that you successfully backed up your old iPad and you have synced it with iTunes and backed up your contacts separately, go to Settings>General>Reset>Erase All Content and Settings.  This will erase the iPad and return it to it's new out-of-the-box condition.  You can then set it up as a new device and enter the new ID(s) your wife wants to use.
Then set up your new iPad and when given the option select Restore from iTunes Backup (see image below) and restore it from the backup of your old iPad that you made earlier.  This will transfer your data and settings from your old iPad to your new one.  This procedure is outlined here: http://support.apple.com/kb/HT2109.
