Please always post your operating system when you have a question: it can make a considerable difference to the answer. If you do not have an iCloud icon in System Preferences then you are presumably running an old system.
The minimum requirement for iCloud is Lion 10.7.5 (Mavericks preferred): the iCloud Preference Pane does not appear on earlier systems - the MobileMe pane appears on Lion and earlier but is now non-functional - you cannot now open or access a MobileMe account.
To make use of iCloud you will have to upgrade your Mac to Lion, Mountain Lion or Yosemite, provided it meets the requirements.
The requirements for Lion are:
Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor
2GB of memory
OS X v10.6.6 or later (v10.6.8 recommended)
7GB of available space
Lion is available in the Online Apple Store ($19.99). Mountain Lion (10.8.x) is also available there at the same price (though it's reported to have been removed from sale in some countries so may well cease to be available generally) but there seems little point as the system requirements are the same for Yosemite (10.10.x) - which is free - unless you need to run specific software which will run on Mountain Lion only.
The requirements for Mountain Lion and Yosemite are:
OS X v10.6.8 or later
2GB of memory
8GB of available space
and the supported models are:
iMac (Mid 2007 or newer)
MacBook (Late 2008 Aluminum, or Early 2009 or newer)
MacBook Pro (Mid/Late 2007 or newer)

It is available from the Mac App Store (in Applications).
You should be aware that PPC programs (such as AppleWorks) will not run on Lion or above; and some other applications may not be compatible - there is a useful compatibility checklist at http://roaringapps.com/apps:table
If you are running Leopard on an Intel Mac you will have to upgrade to Snow Leopard to access the Mac App Store - it's available in the online Apple Store. However if you have a PPC Mac you cannot run Snow Leopard and cannot proceed further.

The pdf files should still be in your email. Open the email again. Tap and hold down on the pdf icon and a window will pop up with apps that you can open the pdf files in. If you have the iBooks app, save the files to there. You can open and print them from iBooks. If the PDFs files are already open in the email, tap anywhere on the open pdf and you will see the action icon in the upper right corner. Tap that icon and you will get the same Open In window and you can choose iBooks from there. When you go back to the mail app, if you have to close the pdf file, tap on it again and you will see Done in the upper left corner. Tap that to close the file.

OK, but how are the pictures being sent to you?
If you using DropBox, tap on the photo in order to open it on the right, and then tap the share icon in the upper right corner. From there you can Save the Image which will transfer it to the Photos app, or you can tap the Open In icon and select any compatible app in which to open and save the photos.
If the photos are being emailed it is basically the same thing. Tap and hold down on it and select Quick Look to open it, tap the Share icon, etc, etc.

I am getting an error message stating it cannot find the apps on my ipad.

I am getting an error message saying "iTunes cannot sync apps to iPad (name) because the apps installed on the iPad cound not be determined."
I have logged out of iTunes on both iPad and in iTunes. Rebooted both iPad and computer then logged back in.
I am using:
os 10.7.5
itunes 10.7
ipad os 6.0

I couldn't open it, so I couldn't check on how it was running. But I actually just tried reinstalling the program and for now it seems to be working.

If you're trying to add photos to photo stream on your PC, you drag them to your photo stream uploads folder (normally My Pictures\Photo Stream\Uploads).

TS3988 cannot find the photo files in iCloud

I've been a Mac nut for 20 years, so I feel puzzled. But i cannot find the photo files in iCloud in order to download a few I want onto my macbook air. ideas?

The only way to sync photos between mac and devices is to use Photo Stream, but you cannot view photo files in icloud.com. Do a search (or google search) on photo stream to get all the info on this service.
BTW, if you had a MobileMe account and are trying to find photos in the gallery, there is no such service in icloud. All the mobileme galleries are deleted by now.

Anwering invitations to attend meetings is not possible. Error says Icloud cannot find the page, whenever I try to aceept a meeting by responding the email notification...Any ideas?.

I downloaded icloud on three of my pcs and one ipad.
I cannot find the program file on the PCs or an icon or anything to look at my settings.

I'm afraid I do not quite understand what you are trying to accomplish. There is no "cloud player" application. You access your music in the cloud with iTunes on a computer and through the Music app on iOS devices. Please describe the problem you are having in more detail so we can help you.
As to accessing "icloud" on mobile devices, iCloud is not the same as iTunes Match. Please tell us what model of iPod you have. At this time only OS X, iOS and Windows (Windows Vista SP2 and up) are supported.
