HT204053 i dont have the icloud icon in my system preference on my mac. what do i do?

i am trying to find my pics and photo stream on my icloud on my mac and there is no icon for pictures, i have all of iphones and ipads backed up to the cloud but there isn't a picture icon showing they have been uploaded. I go into system preferences on my mac and there is NO icloud icon. what do i do???

Your signature says you have 10.4.6 (Tiger) - is this correct? (If it isn't please keep your signature up to date to prevent confusion). The minimum requirement for iCloud is Lion 10.7.5 (Mavericks preferred): the iCloud Preference Pane does not appear on earlier systems - the MobileMe pane appears on Lion and earlier but is now non-functional - you cannot now open or access a MobileMe account.
To make use of iCloud you will have to upgrade your Mac to Lion or Mavericks, provided it meets the requirements - if you are indeed running Tiger it's possible that you may not be able to.
If you are rusing an Intel Mac you will have to upgrade to Snow Leopard first to be able to access the Mac App Store - it's available in the online Apple Store. However if you have a PPC Mac you cannot run Snow Leopard and cannot proceed further.
The requirements for Lion are:
Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor
2GB of memory
OS X v10.6.6 or later (v10.6.8 recommended)
7GB of available space
Lion is available in the Online Apple Store ($19.99). Mountain Lion (10.8.x) is also available there at the same price (though it's reported to have been removed from sale in some countries so may well cease to be available generally) but there seems little point as the system requirements are the same for Mavericks (10.9.x) - which is free - unless you need to run specific software which will run on Mountain Lion only.
The requirements for Mountain Lion and Mavericks are:
OS X v10.6.8 or later
2GB of memory
8GB of available space

iMac (Mid 2007 or newer)
MacBook (Late 2008 Aluminum, or Early 2009 or newer)

It is available from the Mac App Store (in Applications).
  You should be aware that PPC programs (such as AppleWorks) will not run on Lion or above; and some other applications may not be compatible - there is a useful compatibility checklist at http://roaringapps.com/apps:table , and that no system later than Tiger will run the Classic Environment.

    What Mac OS X do you have?  ICloud requires 10.7.2 or higher.  Then the iCloud icon is in System Preferences.

    You can't create an iCloud account on your PC.  You have to first create an iCloud account on an iOS device (iPhone, iPad, iPod Touch) or Mac (running OS X Lion or higher).  After creating the account on one of these devices you can use the ID to sign into the account on your PC.

    iCloud is not an icon, it is a menu in Settings, and requires iOS 5 or later. Update your iPad by connecting to iTunes to get iCloud.

    If you want to see the current backup or document names stored on iCloud go to Settings > iCloud > Manage Storage.
    If you want to view http://icloud.com on your iPad the same way as shown on a Mac use an iPad browser that allows changing its browser ID like the iCab browser.

    In your case your only solution is to restore it ( see http://support.apple.com/kb/HT1808 ) and you may need to force it into restore mode to do that.  This will wipe everything off it and reset it as new, without the passcode.  You can then redownload purchased content, buy unless you have a sync'd copy of your contacts and photo's they will be gone.

    Touch and hold the app until all the apps start to wiggle. Then tap the circled minus sign by the aps yo want to delete.
    Apps that came with the iPod/iOS can't be deleted. You can set a Restrictions which prevents deleting apps.
    You can redownload apps by:
    Downloading past purchases from the App Store, iBookstore, and iTunes Store
    I do not know where you are looking when you say the iCloud icon.
