For those previous purchases, you can never change it. App and iTunes store purchases are permanently tied to the AppleID used when you first made the purchase - there is no way to change that.
If you went to https://appleid.apple.com and changed the primary email address you used for your AppleID, then the account itself was not changed, just the credentials. If that is what you did, you need to log out of the store and log back in with the new email address you are using as your AppleID.

So, this is what I think you are saying. You previously shared an iTunes library on a computer with your friend. Your old iPod was synced to that iTunes library.

Two options available to you.

You can see what's contained in the backup except by looking on the phone (which you no longer have); even then, it only shows you broad categories like "Camera Roll" and your apps list.
The way you get this data on your new phone is to restore the phone to the backup. When you do this, it overwrites your data and settings with those contained in the backup. If you have newer data on your phone now (such as recent photos), you'll have to save these first. Then you go to Settings>General>Reset and tap Erase All Content and Settings. This will erase the phone. You will then go back through the setup screens as you did when it was new, and when given the option, choose Restore from iCloud Backup (see image below). Be sure you are connected to wifi and your charger as this might take a while to finish.

You need iTunes 10.7 or later on the computer.
If you have iTunes 11 turn on the Sidebar. Go to iTunes>View and click on Show Sidebar. You can also do a Crtl+S to show the sidebar.

As long as you changed it from the manage account option at https://appleid.apple.com/ (ie. replaced the primary email address with a new one), then all your old purchases should be fine.

does the phone feel hot? Are you using ANY kind of phone case ?
If NO to the above and you think it might just be a weird error, you can try resetting the device by pressing the top power button and the home button at the same time until you see an apple appear then let go. your phone will restart.
If it keeps giving you the same error after that, call Applecare.

First, back up your old iphone manually:
Disable autosync in iTunes, connect your phone to your new computer and right click on it in the device list and choose backup. iTunes will backup your phone without syncing.
Transfer your purchases the same way, choosing "transfer purchases" this time.
When you connect your old phone for the first time, all media content will be erased. But you can restore your settings and app data from your manual backup afterwards.
Don't forget to set up at least one contact and event on your new computer to be able to merge calendars and contacts when you sync the phone for the first time.

When you go through the new phone setup, it should ask if you want to setup as new or restore from iCloud. If you have already setup as new, you will have to reset the 4S to factory settings, and go through setup again.

That's the problem. A WiFi-only iPad uses a database of router locations to determine location. Unfortunately, the mechanics behind this database are a tightly-held secret. Your location may change to the correct one within a week or two or it may take as long as a year! (I'm not kidding.) Incidentally, it will help if you're within range of other routers. Doesn't matter if you pass data through them and also doesn't matter if they're locked. The only requirement is "within range."
By the way, you will find that, if you take your iPad away from your house, it will report your location more accurately.
