I have a prepaid gift card and iTunes will not accept it as a form of payment to pay a balance that I owe. Why won't they appect this card?

iTS quality has been horrendous this past month, but it's not the fault of the Advisor's, this was Apple's shots.
Now, standard gift cards (iTS family of stores) should work without a problem. It seems you are trying to use something else? Keep in mind you cant use a GIFT to pay for a GIFT.
If you say you have a balance that you owe, then it looks like you're probably standing in bad credit as it is with the iTS.

After establishing the Credit Card account (i.e. after you have made purchases), you can remove the credit card information by editing your payment info, choosing "None".
Settings>iTunes and App Stores>Apple ID>View Apple ID>Sign-in>Payment Information

What problems are you having with it ? You should be able to redeem it on your computer's iTunes or on an iPhone, iPad or iPod Touch : redeeming a card.
If you are getting an error when trying to redeem then what is the error e.g. invalid code, card not activated, has some of the code been scratched off the card ?
If the card hasn't been activated then can you take it back to the store that you bought it from so that they can activate it properly ? If not then you will need to try contacting iTunes Support (you will probably need to give them images of the front and back of the card, and possibly its receipt) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then iTunes Cards And Codes
Similarly if you are getting an 'invalid code' or some of the code has been scratched off the card you can contact iTunes Support via the above link.

The website is a huge headache! I just used my gift card to pay my monthly bill by calling the Verizon customer service hotline (1-800-922-0204). It was super simple. Just hit #2 for pay bill then the automated line with give you the steps to pay your card. Have your gift card number and pin ready, which can be found in the rebate email.

Go there and scroll all the way down to the bottom. At the links at the very bottom, all the way to the right, there will be a link under 'iTunes Store' that says 'Redeem iTunes Giftcards'

For apps, sorry but no. Canadian users cannot, for reasons not well explained, cannot purchase software from the iTunes Store via prepaid cards. You'll need to enter in a credit card, at least temporarily, to pay off the balance.

Any purchases and downloads associated with an apple id are forever tied to that apple id. You can not merge any content, purchases, or info between the two accounts.

If the card has been redeemed then its remaining amount should be on your account, the card itself is now effectively zero. My account's balance shows at the top left of the store's page on my computer's iTunes, and by logging in to view my account via the Store > View Account menu option. On my devices it shows at the bottom of, for example, the Featured tab in the App Store app under my account id (or you can view your account via Settings > iTunes & App Stores and it should show on the screen that you are taken to).
As long as you are buying content for yourself then purchases should be deducted from your balance - if you are gifting content then that can only be done from a credit card.
