Welcome to Apple Support Communities
Apps have to be stored in your device, not in iCloud, so that's the reason why your device says that you don't have enough space. Simply remove some applications, or files in Settings > General > Usage, in order to get more free space.
iCloud storage is used to make backups of your device and to store settings of your iCloud-compatible apps, but you can't install apps there

I get a message saying i dont have enough privileges when i try and download from the cloud

How do I Restore from iCloud on new iPad that hasn't been upgraded to IOS 7.0.3. New iPad is at 6.1.3. And all my backups are iOS 6.1.3.

Help me set up my replacement iPad. Old one was on iOS 7.0 and ew one from apple store was on 6.1.3. So now it won't accept the stuff I have in the cloud.

You cannot Restore an iOS 7 Backup on to a Device running iOS 6...
Update your Device to iOS 7 and then Restore from Backup.

How were you syncing contacts? If you still had the iPhone 4 connected and the 6 at the same time, then you may have made a fatal mistake. I'm guessing that you were using a cloud service for your contacts?

If it's not on icloud.com any longer you can't restore it from iCloud. (Contacts are only synced to your iCloud account, and are not included in the iCloud backup.)

So when you edit in iCloud you are not seeing an update on your iphone?. I just did a test in iCloud.com and it changed my iPhone contact list in less than 1 second. So iCloud is functioning fine.
If you delete all the contacts on your iPhone and if you are properly synced they will all be wiped out on iCloud.....ugh! So let's not do that...
Your plan should be to make all the changes in iCloud and have them flow down to your iPhone. That sounds what you are trying to do anyway.
So. if you delete a contact in iCloud or edit a contact in iCloud then you are not seeing the changes on your iPhone?
If so then they are not properly synced..... but I wonder how you have any contacts in iCloud.
Let me know if you are seeing any changes, if mot then we can review the syncing set-up.

All my contacts have been wiped even though i saved them to icloud. Seems I have deleted them from my Mac before selling, and it deleted from the cloud, and my IPhone and IPad now have followed suit and removed all the contacts there also... How do i retrieve them!? Or are they lost now...

A friend of mine gave me some information on this when I told him what I was experiencing. If you save your details to the iCloud some time ago and the device you are using now is on a different iOS, then it will not retrieve the details properly.
I updated my old iPhone4 to iOS6.01 or whatever the latest one is and backed up the info to the iCloud. Then updated my iPhone4S to the same iOS and RESET it, switched it on and went through the setup process again and it successfully pulled the information from the iCloud to my iPhone4S.

I have a backup from about 4-5 months ago available on an external hdd as a time machine backup. Can I add/update contacts from the back up rather than restore? The reason i wish to do this is because in the update i didnt lose any messages, so all of the people i have met and networked with since that last update those many months ago, i have in my messages listings. They are all unidentified numbers at present but over time i will be able to work through the messages and based on the conversation recall who each was with. Also, yesterday, some two weeks after the update had left my contacts list entirely empty... a vast majority just reappeard, though all of them are without any phone numbers, all just emails or facebook contacts. This is the work of facebook not mac/ios6 isnt it...? Any help here would be greatly apprecaited. I am about 2 days from flying to canada and having those contacts would make life a lot easier.

You should be syncing your contacts with an app on your computer or cloud service (iCloud, Gmail, Yahoo, etc), and not relying on a backup. If you haven't been doing this, start now and then restore your old backup. You will then be able to sync the new contacts back into the phone. However, you will lose all messages, etc newer thant the backup.

I have songs that have been purchased and they show up in my I tunes but the are not showing up bold like all other songs in my library, they will not let me download from the cloud and will not load onto my ipod.

I have a handfull of songs in my library that are not showing up bold like the other songs. When I click the icon to download from the cloud nothing happens and they will not load onto my ipod. When I look for them in the purchased area they show up as purchased and downloaded.

Audiobooks are not currently part of the content that can be re-downloaded.
