I can see under Settings- General- Sounds- Ringtones. However, I can't seem to find it when I open the iTunes on my iPad.
There is no 'Tones' section, it's also not under the 'Purchased' section.
When I buy music from iTunes using the iPad, it's all automatically sync-ed to my iPhone, why it's not the same with ringtones?
I would like to transfer this ringtone to my iPhone, but no idea how to do it.

I brought a ringtone on my iPad but it doesn't seem to have syncd to my itunes library as i would like to transfer the ringtone to my Iphone 4. Does anyone have any suggestions what I need to do as I normally everything I buy from itunes normally syncs with no problems.

Is Sync Tones selected under the Tones tab for your iPad sync preferences with iTunes?
If so, the ringtone purchased and downloaded direct with your iPad should have been copied to your iTunes library the first time you synced your iPad after doing so. If not selected, this will not occur automatically.
Try this - with your iPad connected, at the iTunes menu bar go to File and select Transfer Purchases From - the name of your iPad.
