I bought Chipmunks Chimpwrecked for my daughter and while I was syncing to my computer something happened and I lost the movie. Can I redownload it for free or will they charge me for it again?

If the movie was purchased from the US iTunes Store, you should be able to redownload it.

Oh alright -- I manage to resolve my own stupidity quite abruptly, actually.
Shortly after posting this, I annoying took another gander at iTunes Store settings. To my own idiocy, I must have unchecked "Show iTunes purchases in the cloud" at some point. In my defense, though, the availability of songs in iCloud threw me off quite a lot.
Ha ha -- anyways, if anyone else is having the same problem, check there.

Apple doesn't have full control over what they can sell in each country or region. The copyright owners control that.

I bought my iPhone 5s since 1 year (after september). There i get the iWork apps for free. But now they cost money.

I hope you can help me, because i have tried so much...

I had the same problem on my iPad Air: i deleteded the apps before IOS8, then after the upgrade iWork was not on the cloud for free anymore. Thanks to your question I remembered I changed my appleID after the download of iWork. So I had to login with my previous appleID on the appstore and i could download them again for free. Maybe it works the same for you (but I'm not sure since you say your iPhone it's registered on your appleID). Give it a try.

If I purchase a movie today without subtitles can I download again later if subtitles become available?

There are a number of movies I'd like to purchase on the iTunes store right now (in the Portuguese store) but they are English only versions (no alternate audio versions of subtitles). So that's my question, If I purchase a movie today and later it becomes available on the store with additional language support (which I assume has to happen at some point, right?), does anyone know if I can I download it again to get the version with subtitles?

I'm not sure what you mean by "reproduce it", but movies you purchase from the iTunes Store never expire, any more than a DVD you purchase will expire. You'll be able to play the movie as long as you have a compatible playback device and have an active iTunes Store account so you can authorize any new devices you acquire. This if course presumes that the technology and authorization system Apple uses never change, something none of us can guarantee with absolute certainty.

A lot depends on how she wants to use it...Snow Leopard is a rock-solid operating system. The big advantage to going to Mountain Lion is access to iCloud and the iOS-like features that were addded, iMessaging is the big one for some people.
If she is not interested in those additions, SL is a good system.
Personally, I really like ML...have it on my MBP and iMac, and have Lion on the MBP. Rarely use the Lion installation now as ML is so much faster. But note that other users appear on here saying ML is much slower. For some of us it is faster, for some slower...I realize that is not a definitive answer for you
If you like ML and see advantages for your daughter, you have already purchased and can freely download another copy.

What happens if you restart the Creative Cloud application by quitting and relaunching it and if you run the Cleaner Tool, then try to reinstall?

Uninstalled cc and now I can't download it again

I installed trial versions of Photoshop CC and Lightroom.
Lightroom worked but PS would not open no matter what I tried.
So I uninstalled both.
I want to download again and see if the problem is fixed.
But CC thinks I still have both on my computer. I have restarted my computer and tried everything I know, but CC will not let me download again. HELP?

No one can predict what Apple will say when they see your cord. Just bring it in. If found defective it will be replaced on the spot.

Go to the App Store Menu, choose Store > View My Account. You should see iTunes in the Cloud. Click View Hidden Purchases. Click Unhide on the App. Hope this is what you meant.

Purchased a movie and can't find it

I purchased a movie and half way through the download my internet went out and know I can't find the movie in my library. I have the "extras" but not the movie it self. Where can I find it so I don't have to re purchase?
