Does Airport Express need to be configured to allow AirPlay to work between an iPhone 4s and an iPad2? 
Also, attempting to use Airplay with iOS7 shuts off sound to the speakers while allowing sound thru the ear buds!  The fix was to restart by depressing the lock switch (opposite the sound out port).

You need a minimum of three things for AirPlay:
An iTunes host. This can be a Mac, PC, or iOS device.
A wired or wireless network.
An AirPlay Speaker. This can be an AirPort Express, Apple TV, or a AirPlay-Ready device.
Is your goal to stream between two iOS devices?

    you will have to configure the express to create a wireless network but you do not need a connection to the internet.

    You don't need an Airport Base Station (or any existing wireless network for that matter).
    If you want to use an Airport Express as a standalone device not in association with an existing wireless network: Do a factory default reset of your Airport Express to get it into a known state. Then run the Airport Setup Assistant on your Mac, and follow its guidance to configure your Airport Express as a base station. That's it. Note that you (a) may see an error message to the effect your Airport Express is not able to connect to the internet and (b) the Airport Express status light will always and forever flash amber. Both can be ignored.
    The advice above is only applicable if you want to use the Airport Express as a standalone device. If you currently use wireless internet access from a non-Apple wireless router, and if you want to be able to maintain wireless internet access while simultaneously streaming music to the Airport Express, you must configure the Airport Express to wirelessly "join" the existing wireless network created by your non-Apple wireless router.

    The AirPort Express can "extend" the wireless signal of another Apple product....an AirPort Extreme, Time Capsule, or another Express......using wireless only.
    Another way of saying the same thing is that you must have a minimum of two Apple routers if you want to be able to "extend a wireless network".
    The Express will not be able to extend the signal of your Xfinity modem/router using wireless only. It should be able to "join" the wireless network if you want to connect a remote printer or use AirTunes. But, the Express will not provide any additional wireless signal coverage when it "joins" a wireless network.
    You will need to plan to connect the AirPort Express back to your Xfinity modem/router using a wired Ethernet connection if you want the Express to provide more wireless signal coverage for your network.

    so I select the Airport Express as Airplay-Output on my iPad and from there it's shared via cable AND wireless? this would solve the problem of being able to only select ONE Airplay-Output on my iPad at the same time...

    Is there a Windows version of the Airport Utility (I think that's what it's called)...
    Yes. That is only needed to configure the AirPort Express (AX).
    ...or do I have to go through Windows setup software?
    You may have to do that to get Windows to join the wireless network.

    It may be possible that the placement of the AirPort Express in relationship to the extended Linksys Wi-Fi network may be the factor that it has to be rebooted when attempting to stream from iTunes.
    Where do you have the Express in relation to both Linksys devices? Same room, different room, different floor? Also were is the iTunes "server" located, again, in relation to all three device when streaming?
    Does the Express still exhibit the same problem for the following two conditions:
    When the Express is placed in the same room as the Linksys EA4500 router with the network still extended?
    When you temporarily disconnect the RE2000 so the network is no longer extended?

    Yes on both. FWIW, I currently have a Dell laptop that has no issues connecting to my AirPort network. I also have AirPort Utility for Windows installed on this laptop when I need to administer the base station. In my case the laptop is running Windows 7.

    Its a wireless router - NOT a modem - You need to subscribe with an Internet Service Provider (ISP) operating in your domain (Country).
    You normally pay the ISP monthly for Internet access and many/most will supply you with a modem as part of the package.
    Most ISPs deliver the Internet access down your existing fixed telephone line - this is either ADSL or DSL and its very common for the ISP modem device to incorporate built on Wifi functionality.
    This means you do not need to buy an Airport Express/Extreme at all.
    Caveat the "free" modem/routers are frequently prior models and almost always require firmware updates for optimum performance.
    However if your chosen ISP delivers your Internet access over fibre cable these companies usually provide a simple modem and to provide the wireless routing an Airport Express may be ideal

    I think my AirPort Express is on its last legs. Today a friend of mine came over with his Windows laptop (don't ask). Before we tried anything, I used the AirPort Admin Utility to add his MAC address to my access list and uploaded it to the AX. My AirPort Express network did not appear in his whatever-it-was Windows network utility. So, I used the AirPort Admin Utility to take my WPA2 Personal password off (the name of the network is open, so it still should have appeared in his list). Then the AirPort Express stopped passing the Internet to my MacBook and iMac. I was unable to get even the AirPort Admin Utility to see my AirPort Express after that, but the network was still available in the AirPort menubar.
    I tried un-powering the AirPort Express and plugging it back in. That didn't help. I ended up plugging the DSL modem directly into the iMac and getting back on the Internet (as I am now with Internet sharing and the iMac's AirPort card) so I'm certain that my Internet access is fine and the DSL modem is fine. I ended up doing a soft reset, and hard reset but neither would bring the AirPort Express back to life. I did a factory reset and then I could use the AirPort Admin Utility to put my settings back in, one part at a time. But the AirPort Express won't pass along the Internet with my WPA2 Personal password enabled. And after a second or third update/upload of settings the AirPort Express becomes completely inaccessible without yet another factory reset.
    I got the AX the day they were announced, so it's been humming along for more than two years now. I do have an AppleCare Protection Plan for my Mac mini, so I think the AirPort Express is covered with that. But, if there's anything else I can try before calling Apple, I'd like to give it a whirl.

    Even after a week of messing with it on my own, calling AppleCare Support got it back up and running. We didn't do anything that I hadn't already tried on my own, so I'm not sure exactly what it was that "fixed" it. But, the AirPort Express is now back up and supplying the Internet to my three Macs with all the original settings again.
