Facetime is blocked in UAE and KSA per government regulations.
Restriction is based on serial number and taking the iPhone to
another country will not allow installation of FaceTime. There have
been reports of gray market iPhones being sold in the middle east
which do have FaceTime. Such iPhones have no warranty and
usually have been hacked to operate in the Middle East which
causes all sorts of problems.

You really need to try this on a computer, not on the iPad.
Seeing how what is in the cloud is also on the iPad, if the content is not on the iPad, there is a good chance that the content is lost. But you can try logging into www.icloud.com in a web browser on a computer and log into your account and see if you can get into the Pages app. You may have to sign up for iCloud drive if you didn't do so already. Make SURE you that you read the blurb that will pop up in that window in iCloud for more information. -

That stands for Arab Emirates. Facetime is banned there, and as such iPhones destined to be sold there cannot have facetime.
There is no way to install it either. That model of iPhone can never have Facetime. -

The tab that Roaminggnome is talking about is your "Info" tab. As you can see my contacts and calendars on my iPhone are being synced through iCloud.
I also regularly take an export copy of my contacts and save it separately. This doesn't help you now but it may help you on a go-forward basis.

Apple logo won't go away. I have tried a reset (holding both buttons and restarting the phone) several times. I don't get the screen to connect to itunes. Just keeps going to the apple logo and won't go past that.

That's what the moderator in several older threads in Vodaphone's forum said was all that is necessary. Carriers often won't unlock for anyone but the original account holder, so if you don't have the details of the company's account, that might be the barrier in which case there will not be any way to get the iPad officially unlocked.

On the Network mini-tab > Offline Storage : "Clear Now"
2. If needed, delete the site's cookies here
While viewing a page on the site, right-click and choose View Page Info > Security > "View Cookies"
Clear your Yahoo cookies and then try reloading the page. You probably will need to log in again.

Have you tried a hard reset yet? To do this, press and hold both the Sleep/Wake and Home buttons together long enough for the Apple logo to appear.
This may or may not work the first time around, so be sure to attempt this procedure at least 3 times.

FaceTime over cellular is dependent on your service provider. It should work over wifi, unless of course your ISP is blocking it.

Sorry, but if you have forgotten the password for your encrypted backup, you'll have to start all over again:
Make sure that the password you use is one that you'll remember. If you encrypt an iPhone backup in iTunes and forget your password, you won't be able to restore from backup, and your data will be unrecoverable.
If you can't remember the password and want to start again, you must perform a full software restore and choose set up as a new device when iTunes prompts you to select the backup from which to restore.

The only thing you might do is enable Lost Mode, which will allow you to set a passcode on it (as well as a message and phone number where you can be reached) so it will be locked when and if it does go online. What were you syncing them to? Have you looked in the address book on your computer to see if they are still there? Were you ever syncing them to the address book on your computer? If not, they are most likely gone. You may be able to restore from an earlier backup, but contacts are meant to be synced with an address book or cloud service.

You need something with 2x PCI Express 6 pin connectors.
If you have enough 4 pin connectors left over after hooking up the rest of your computer this might still work though, if you use some adapters. They require two 4 pin connectors to power one 6 pin. I recommend looking inside your computer and figuring out which connectors you will need.
