I bought my ipad here in dubai, uae and there is no facetime application stored on it.

no it's illegal in that part of the world so it was removed from the devices
you can't get it back
but you can use skype i suppose

    If you bought your iPad in certain middle eastern countries (UAE etc) then facetime is prohibited by their laws and no device sold there can have facetime on it.
    If you bought it elsewhere facetime can be turned off in the restrictions, so you may want to look there.

    You have to add a unique email address on each device.  Under settings -> Facetime you will see "You can be reached at:"
    Whatever email address you put in, it will send a confirmation message to that email with a link.  Open link, put in your apple id and password and it will say something like "verified" or validated.... something like that.
    Whatever device you added it to, the other device will beep twice.  First to let you know that your other iPad just added a new email to it.  The second asking if you want to add this email to this device.  Select NO.  If you hit yes on accident, no worries.... settings -> Facetime and uncheck the email address.  (do not delete it, it will disappear from both.)
    Now you have to do the same thing on ipad #2.
    Something you can give a try... if you have way more than 2 devices (I've got about 10 now), and you have a gmail account, use that.  For a unique email, put a plus after your username and a variable...
    [email protected]   your ipod will still route the verify email to you... and the +variable isn't a new email address that you have to keep track of.

    FaceTime was by demand of the UAE government blocked in the iPad's hardware. As stedman said, there's no way you can activate FaceTime now.

    There is nothing I can find in "Preferences" in Facetime to turn that on or off. I suspect it has to do with having a more current operating system; that the "controls" are in the operating system? [I'm guessing] It's frustrating getting Facebook calls from several friends on Ipads! Any ideas...VFP

    Exactly, what Apple is doing is leveraging new features only on newer OS X versions to force you to upgrade OS X to 10.7 or later.
    What they don't tell you is 10.7 or later will NOT run your PowerPC based software, some of it you can't get Intel versions like for perfectly working printers, scanners and games etc. So it can be a very expensive OS X upgrade to 10.7 or later with third party software.

    Also they don't tell you is the risk in bricking your machine if the update goes badly, so you have to have AppleCare in case that occurs so it's on them to fix it. Else your paying money to replace the logicboard or buying a new machine prematurely.
    A four year old machine can't have AppleCare, it's only good for 3 years from date of purchase new.
    Your machine came with a boot hard drive, it's usually got about 4-5 years of life on it, then it needs to be replaced.
    Also they don't tell you the newer OS X version has more abilities and features that causes your machine to slow down in performance, especially on older machines.
    Also they implement new, idotic and extremely fustrating new user interface features in a arbitrary "you take it or leave it" manner with little or no fall back method.
    So upgrading OS X is a gamble on older machines that otherwise would likely work perfectly fine for the next 5 years if one didn't need to have to mess with it.
    Since Snow Leopard has slightly over 25% OS X version market share, your still good for security updates etc for the next few years if you just want to stay where your at and be happy.
    OS X 10.4/10.5 need to upgrade, 10.6.8 ok still
    The Lions are, well, not so welcome due to Scott Forstall retard UI issues, OS X Mavericks 10.9 is likely going to fix things a bit better.
    But basically what is occuring is Apple is trying to force a faster hardware upgrade cycle with the more expensive products by leveraging features on the smaller devices that expire sooner.
    Apple is a hardware company that leverages whatever it can to get you to buy more hardware, it's why they are as rich as they are.

    If you are looking for the free downloads of those apps that was being offered with the purchase of a new iOS device after September 2013, I assume that the promotion is world wide and if it is, as long as you are using the same Apple ID in the App Store that you used to activate the device, you will be able to download them for free. If they don't show up as free right away, give it some time and they should eventually be free to you.
    When I bought my iPhone 5S, they appeared as free to me the next day after the phone was setup and activated.

    Both devices can connect to the network, but when they try to talk to each other they can't make the connection.

    If anyone ever comes across this and has the same issue, here's what I did to fix it:
    My Linksys router has a Network Mode setting, and I had to change it from "Mixed" to "Wireless-G only".  (I would've used N but one of the NICs in my house is too old to support it.)  Anyway, after making this change, Facetime works fine on the phone.  Hope this helps someone else!

    Iif you bought it from the UAE or other middle eastern country, facetime is blocked at the hardware level and can never be installed.

    Where was this iPad purchased?  
    Have you checked under Settings->General->Restrictions make sure its not turned off there?
    Was it there before updating to iOS7?

    You may try 3rd party softwares like Viber or Skype which support video calling both over WIFI and on 3G, unlike FT calling which can only be done over WIFI.
    And if the FT feature is so important for you, you can sell this phone and buy a factory unlocked iPhone of a country where FT is not blocked by law. (Avoid Model #s ending with AE & AB).

    I can call my ipad with my iphone alll the time.  That's how I check up on my kids at home when I"m at work. You just set up to your iphone's facetime setting with your phone number and set up your ipad's facetime settings with your apple id (in this case it's your email)
