The easiest thing to do would be to sign into your iTunes account on your computer, connect your phone and sync. iTunes should copy anything from your phone that isn't already in your library on the computer.

You can loo up your purchases in your purchase history ( in your account in itunes) and unlike music, you can redownload apps.
How to redownload purchased apps from the App Store -
I recently dropped my ipad and had to get a new one. I backed up the first I pad and used the icloud to reload all my data on my new ipad. Now when I go to backup the new ipad it says I cannot because I don't have enough ICloud storage available.
If you can't get the password correct, you CANNOT restore from that backup.
However, if you've been using your phone as recommended by Apple, there should be minimal data loss.
Your iTunes library is on your computer, so you can synch all your apps, music, movies, ringtones, etc, on to your new phone.
Similarly, contacts should be synched to Address Book, Outlook, or a cloud service for you to easily synch back to your new phone.
Pictures taken from your old phone and not synched to your computer are lost, but you would have been synching those photos to your computer frequently as recommended. Other photos that you synch TO your iPhone are still on your computer.
You won't be able to get text messages back. -

Photos would be in your backup. If you did not have a backup of the device since October, and had photos since that time, unless you had imported them to the computer, then they are gone. When you sync the phone, it does not do anything with photos except put them in a backup. But if you are syncing regularly, you should have a backup newer than October. What exactly were you doing when you do this "sync".

My Apple id was disabled and had to make a new one for iTunes but it's not letting me erase then re download the app with the new Apple ID Just got an iPad air 2 so my iCloud and family sharing is with the one that's disabled. OOk so I have my new Apple id in my iTunes account but my old Apple ID is the one that is in the iCloud account which is the Apple ID have been using for years and the reason I cannot get it on this abled is because somebody was using my credit card or debit card that was on file for family sharing and it was a stolen iPhone from my account so they had to disable my Apple ID and I could not use my debit card anymore on any Apple ID ever again they said because of it so I can't get it not to be disabled and I can't sign into iTunes with it I already have signed out and signed in with my new Apple ID for iTunes it's just iCloud is not letting me load anything so pretty much what I've been doing is I have to erase every app and then re-dumb going to iTunes and re-download the apps again but the only issue is that I still have a disabled Apple ID as my iCloud settings and my iCloud family sharing in all of that so I'm wondering how or is it possible to change my Apple ID for iCloud specifically because when I go into Icloud and settings and go into my name where my Apple ID is the one that's disabled it doesn't say anything about log out or sign out or anything like that it just says to put the password for it so is there a way to change the Apple ID for my iCloud so that my iTunes in my iCloud is the same Apple ID?

Officially you don't. Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself properly backed up against loss. Syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchases which can be transferred to a computer.

If you have been previously using iCloud with your old phone, then when you login to your iCloud account with your new phone all the data from the services you were using will be added to your new phone. -
My computer's hardrive went bad an I had to get a new one. Now my computer has nothing on it and I had to reinstall itunes and i have no music or anything. So now I cannot sync my ipod or anything. Is there anything i can do to get all of my stuff back?
It has always been very basic to always maintain a backup copy of your computer for just such an occasion.
Use your backup copy to put everything back. -

I am trying to sync my ipod and the new itunes library I just loaded. My old computer basicall crashed and I had to get a new one. They were able to recover all the data from my old computer, but there is no music listed in the new itunes library. How do I get this to work as it did on the old computer?

As long as they are already ticked in your iTunes then yes. Just to check do a sync and as long as everything stays the same you are good to go.
