HT2534 Create AppleID without Credit Card on iPad Mini

I'm on an iPad Mini and there is not an option for "none" under credit card.
I only want to install free games. Arrggggg!!!!

If you follow, exactly, the instructions on the page that you posted when creating a new account (the instructions won't work with existing accounts) then you should get the 'none' option - I've just tried it on an iPad running 7.0.4 and it worked ok for me.
i.e. I logged out of my existing account on my iPad, found a free app in the store and clicked on its free 'price' button, tapped on 'install', tapped on 'create new apple id' on the popup, selected my country, agreed to the terms, filled in my details, and got the following on the payment's screen :

Debit cards are no longer accepted in the iTunes Store, it seems. The current valid payment methods are listed here:

Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.

I've just bought an ipad mini 2 in India, I expected to get free apps from itunes but I couldn't. I've followed every tips likewise finding the "none" credit card or creating so many appleID account but untill now it doesn't work anyone can help me to fix this or should I do some thing like returnning the Ipad to the reseller in my country? Please help

Is this how you create the account?
You can create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps

If you're in Bangladesh, then there is no iTunes Store that you can use. Each country's iTunes Store is limited to those actually in that country. E.G from the terms of use for the iTunes Store:
The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. Apple may use technologies to verify your compliance.
When or indeed if Apple will ever be able to open an iTunes Store in Bangladesh no one here will know.
If you are physically in the US using a US-based account, post back and we'll go from there.

Existing AppleID without credit card?

I am aware there is already a walkthrough for setting up a new AppleID without needing to enter credit card details (http://support.apple.com/kb/HT2534), but I'm currently managing several business phones where users have created AppleID's themselves, but have not completed the process of entering billing information (as naturally they have not wanted to enter their personal credit card details).
When I've attempt to follow the walkthrough in these instances to resolve the issue, there is no 'none' option available whether I attempt to complete the billing information through the iPhone, or through iTunes.
I cannot ask the users to create new AppleID's, as the emails they used to create them are corporate email accounts.
How can I get around this issue?

While I appreciate your reply, and not-so-much your rather dubious attempt "not to be snarky", this is not a resolution for me. My issue is that the accounts I am trying to set up are incomplete. I stated this earlier. When I log in, i am forced to 'review' the billing information, and prompted to enter payment details without any option not to. I am not afforded the opportunity to edit the billing information in any way, as it isn't there yet- which is the 'solution' you directed me towards.
It may surprise you, but I actually did take some time to try to find a resolution myself. Try not to be too wowed.
But petty griping at your tone aside, i seem to be caught with this issue, even though- to my shame- I have a suspicion I've dealt with it before. Unfortunately I keep coming back to the two or three 'solutions' that lead me nowhere.

Unless you follow, exactly, the instructions on the HT2534 page that you posted from when creating an account then you won't get the 'none' option - the instructions won't work with existing accounts, and if you don't use the instructions then you will need to enter credit card details before the account can be used to download any item from the store.
You will need to create a new account. If you want to use the same email address then you will need to replace it on your existing acocunt first e.g. via the Store > View Account menu option on your Mac's iTunes or http://appleid.apple.com
Find any free app in the store (there are thousands of free apps) e.g. iBooks, and create the account as part of the process of 'buying' it. I've just tried the instructions again and I got the 'none' option.

Did you follow the instructions on that page exactly when creating the account ? I tried them 3 days ago in response to another thread and got the 'none' option.
i.e. I created it on my computer's iTunes. I first logged out of my existing account, found a free app in the store, clicked on its free 'price', click on 'create Apple id' on the popup, agreed to the terms and filled in my details and got 'none' on the payments screen. I was then able to click on the verify link in the email and download a free app with it. Is that how you created your account ?

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

According to Apple support (http://support.apple.com/kb/ht2534) - i can create an apple id without credit card details.
In practice you cant, as both on iPad/iPhone and on PC you dont have the "Payment type - None" option
Have you manage to bypass this?
Is there a reason why this page is not updated per the actual use?
How would you give your kid an apple ID without a credit card? i dont want him to start wasting all my money :-)

You have to follow the instructions here and use an email address that you have not yet used with Apple before.

In the article, you have to click Expand All at the top, then scroll down to the instructions for creating an account on an iPhone, etc. There it says:
1. Open the App Store on your iPhone
2. Find a free application in the App Store
3. You MUST download and install a free app by tapping FREE followed by tapping INSTALL APP.
4. Now Tap Create New Apple ID in the dialogue that opens
5. Choose your country, and then tap the blue button Done at the upper right
6. Read and agree to the iTunes Store Terms & Conditions, Tap Agree located at the bottom of the page to continue
7. Enter your email address, security questions and answers, birthday, and create a password
8. You can enter a rescue email address if you change your email accounts regularly so you have one that is constant
9. Tap NEXT
10. Select NONE as your payment option
11. Fill out the required email, address, phone number fields, Tap NEXT
12. In the Verify Account, Tap DONE and check your email for a verification email from the iTunes Store
13. Open the email and tap the link in the email to activate the account
