You need to take into account any applicable taxes and or fees. iTUNES STORE - TERMS AND CONDITIONS
So if the total cost of the app exceeds 17$, you'll need to purchase and redeem another iTunes gift card.

Have you paired your Apple Tv with your iTunes account? That's how rentals and purchases are billed. If, however, you have already done that it is possible that there is a glitch in the system. I've had that happen occasionally and it usually goes away if I reset Apple Tv. On one occasion that I didn't work so I had to go to iTunes and deauthorize and then authorize this computer. Also, check to see if your Home Sharing is on (under File in iTunes). Hope that helps.

Whether I try to download a free or paid app. The roblem is I don't have that card anymore, I switched banks. I try to enter my new card info and I keep getting the same message.

It means that is is the first time that the device that you are using has been used to make a purchase in the iTunes Store.
I get the same message whenever I buy a new iPhone or iPad. It's normal.

I only have 2 devices on my itunes account and both are my personal computers that no one can access, i deauthorized every other device I used to have on it, so my itunes account shouldnt be being accessed by any "new computers or devices". Somebody please tell me why I keep seeing this message and how I can get it to stop and just let me buy stuff. I even reentered my card information again and it's trying to tell me my security code is invalid, when I know very well that it isn't. Somebody help me!

Cant download any application or update any

i cant download any application or update any on my ipod touch.
once i press update or buy now it goes to the screen where all the applications are and says waiting on the new app like normal then in about 20-30 secends it dissapears and nuthing happends. with the updates same thing it doesent dissapear tho it just goes back to what ever the app was before.

Don't get scared. Cookies are the small file which stores your settings for a website, such as location details, login details, language details and so..
Some sites don't care about your cookies settings but some other sites instructs you to enable cookies in your browser. Enabling cookies is too easy.

After wakeup from pc sleep I cant start any application

I upgraded archlinux to newes kernel, pacman, software and after upgrade when I put my laptop to sleep mode(covering lid), when it wakes up, I cant start any application. Allways I have to mannualy restart pc and then it works.
I have fluxbox.
What can be the problem, how to solve? THANKS

Go into Settings>General>Restrictions and see if you have restrictions turned on for deleting apps.

That one's consistent with disk/file damage. The first thing I'd try with that is running a disk check (chkdsk) over your C drive.

Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards?

then when the credit option comes click none in it.the credit card option is not there in appstore on idevices
