is apple not want people to created new account if they dont want to fill out billing info anymore?
Welcome to the Apple Community.
Open iTunes and navigate to the app store. Select a free app to download. A simple way to do this is to scroll down to the top free apps box on the right hand side, hover your mouse over the first item and click on the free button that appears when you hover over it.
A pop up will open asking you to sign in with your Apple ID click "create new account", click continue to create your account. Check the box to accept the store terms and conditions and click continue.
Enter your email address, password, security question, and date of birth, click continue. Now, you will be asked to provide a payment method. Note now that the last option says "none".

Have you tried restarting or resetting your iPhone?
Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after the iPhone shuts down, then press the On/Off button until the Apple logo appears.
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10 seconds). -
The "On this phone" option on the new iTunes is not there anymore when I connect my iPhone
I was using iTunes as normal but then the "On this phone" option disappeared when I reconnected my iPhone I can drag and drop music into my phone but I can't manually edit my music on the phone.

It won't let me select no in the billing info
everytime i try to change the billing info it says there's a problem with it, and if I try to download an app or update an app it tells me that verification is required. I bought a gift card to try and use that as a payment method but it didn't change anything even though it says there's $15.00 credit now. I'm really frustrated because I can't figure out how to make it work. thank you!
When/how are you trying to change your payment details ? If you are doing it when trying to download something then you possibly won't get the 'none' option, try logging into your account via the Store > View Account menu option on your computer's iTunes or by tapping on your id in Settings > iTunes & App Store on your phone and see if you get the 'none' option

Tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account - that should give you a payments link on your account's page.

It would be best for you to open iTunes, sign in and view your account. If all the purchases were paid already instead of entering your new card information, it will give you an option for "NONE" as a payment method. Again this is not applicable of you have a pending charges with iTUnes

The Itunes store constantly asks me to Improve Apple ID Security by adding three secret questions but won't accept my valid password. I have tried to reset the password, update the billing info and it still won't let me make any purchases.
I have the same problem - it is maddening. I rely on this iPad for work so this is not just an annoyance! The above solutions of changing the appleid on the device or on the website do not work.
The old email address no longer exists - I haven't used it in a year probably and I no longer have the account. I logged into the appleid website and there is no trace of the old email address so there is nothing that can be deleted or changed there. On the iPad there is no trace of the old email address so nothing can be deleted there either. I have updated the iPad software and the same problem comes right back. Every 2 seconds I am asked to log in using the old non-existent email. The device is currently useless.
The only recent change to anything was the addition of an Apple TV device, which was set up using the correct login and password.
Does anyone have any ideas? The iPad has been backed up to the iCloud so presumably it now won't recognize the current iCloud account? So restoring may notbe an option? -
how can i use my account without the billing info, as i do not have a credit card. and my shipping and billing info is under US. i'm in singapore. how do i change this?
If you are just visiting Singapore, then leave the account as it is. If you have moved there, then view your account using the iTunes app on a Mac or PC and change the country/region to your current location and address. If you do not have a bank card, you can fund your account using iTunes gift cards if available in Singapore.

i used this card called a 3v card which is a credit card you top up everytime you top up in selected shops you are given a reciept on this dare is all the information you need like cvv codes and exipiry dats and all that everytime you purchase a reciept your issued with new details i had 20 in my account bought a item off the icarbons for 13 euro so i had 7 left i said il purchase some apps for my ipod so i entred in all the details into my ipod i sucessfully bought items but now that the card is empty everytime i try and download a free app it says billing info wrong an rings me to the billing info page how can i fix this problem ?????
Part of the validation for credit cards is that they need to be registered to exactly the same name and address that you have on your iTunes account, which prepaid cards tend not to be. Do you have a proper credit card that you could use ? Or are iTunes gift cards available in your country so that you could try using them as your payment method ?
Until you have a valid payment method on your account and what you owe iTunes has been paid off then you won't be able to download any item from the store, including free apps (and updates to apps). -
Why can't I change the billing info for my account?

About 3 weeks ago I was issued a new corporate CC number. I have been trying since then to find a way to update it in the website. Everytime I try to load the billing info I get the message 'There has been an error on our side, please try again later.' This has been happening for weeks now. I finally decided, if they're not going to fix it, I'll call support.
I reported the bug to support, no response.
I called support and sat on hold to update my CC. I was hung up on when I should have been answered. This happened twice (I'm persistent).
I registered for a call-back. I got the call-back, and was told I needed to go to another person. I got a warm transfer because of the above problem.
This person told me I needed to talk to YET ANOTHER different team, and he would schedule a call back for me in 1-2 hours.
It has been over a week, maybe a week and a half since I was supposed to receive that call-back, and finally my ticket is updated yesterday; they've tried to reach me with no success (yeah, right), what would I like them to do? So I left a note: call me at this number within the next 4 hours, and we can settle this. I guess I got the Pacific Time support team, because they called back 16 hours later (I'm GMT, by the way; my company is US-based however). Luckily I gave them my office phone, because I would have been livid (more so than I already am) if I'd been woken up at 3am.

I am trying to enter the No. Of my VISA card (which I normaly use for payments) in the billing info of my account and it is not accepted. Does anyone have any idea why?

On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on an iOS device (iPad, iPhone or iPod Touch) then you could try tapping on your id in Settings > Store (Settings > iTunes & App Store on iOS 6+) and selecting 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

Recently in the Bahamas where I helped a friend with his new iPad. We could not find Bahamas in initial setup so we used United States and could not enter Visa/MC billing address in Bahamas. iTunes rejected, billing info is not what's on file. What to do?
Just to recap, this is a collection of ports I have collected over time for people who needed this information when setting up the HP ePrint app so that they could view their email from within the app. I am certain other applications also need this information. Although lengthy, I could not find a more comprehensive place to retrieve this information. Feel free to post additional information, faulty information, or other related topics below as this is simply a collection of data and it would be practically impossible to test all of them. Pease dont' waste your time with that useless article. Carolyn has been warned many times before to stop posting that and waisting people's time.
