There is no 'None' button!!

You are creating a new account and you followed, exactly, the instructions on that page when you created it ? I tried them earlier to do in response to another thread and I got the 'none' option :

    If the None Option is not available to you on an existing Apple ID there is not much you can do.
    There is this... But... it entails creating a New Apple ID which is not a suggested solution.

    Create a new ID by following the steps in this article exactly as written: http://support.apple.com/kb/ht2534.  Pay attention to step 3; you must first download and install any free app then create the ID.

    You created the account by selecting a free app in the store ? The screenshot that you've included isn't from the 'create Apple id' process, when creating the account I get the above on the 'provide a payment' part of the process

    However, you cannot change your exisiting account into a "NONE" payment account

    You have to resolve the problem before you can use the account for anything. Have you contected iTunes?

    You can create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

    As I understand it you can only follow the steps that allow you to create an account without a credit/debit card if you do them in the right order as you create a new AppleID. If you have already created the AppleID that you want to use then you need to attach a credit/debit card to the account in order to prove that you are resident in the country whose store you are trying to use. Once that has been established you can set the payment method to none.
    I created a new account last night without a credit card because I needed to test something about multiple accounts. It was just as described in the support document.

    I just went through the same situation with my daughter's Apple account.  When there are declined transactions in the account, the "none" option isn't available.  I temporarily entered valid credit card info, downloaded pending/declined items and then the "none" payment option showed up.  You can also try the "Reset all warnings for buying and downloading" option on the account information screen in iTunes.  I haven't used it but I'm guessing doing so deletes the pending/declined transaction history.

    You don't have to have a credit card but it is normally used at some point to validate your address so that, for example, you don't try to access the store of a different country.
    There are some hoops you can jump through as you create your iTunes account that workaround the need for a card, otherwise once the account is set up iTunes may still expect you to provide one, which you can subsequently remove. If you don't have or want to use a credit card at this time you can try this method...
    Enable the menu bar if needed with Ctrl+B
    Sign out of the iTunes Store from the Store item on the menu bar
    Go to iTunes Store home page
    Go to Quick Links > Redeem
    Sign in with your Apple ID
    Go through the screens, accepting the EULA, etc.  You should arrive at a Review Payment screen where one of the options is None - select this and continue... you shouldn't actually need to redeem a new voucher/card
    I've adapted the steps slightly from this post. I haven't tested the exact scenario since my account is already set up so I get straight through to the redeem code screen but if it works for you it would be useful to know what screens you see at step 6 and when you can return to the store page.

    What are you trying to use as your payment method ? If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
    If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

    NO option for no card in the credit card page.. The no credit card option doesn't exist.. can't operate device unless I give the apple commies a credit card.. Guess I'll go buy a $5 green dot at walmart and spend it on something ABSOLUTLY NOT crapple apple just so I can download one free app to this horrible clunky Iphone 4 brick of annoying so I can use it as a simple wifi phone..
    PRO TIP apple.. I didn't have to give a credit card info so I could use my Android.. this is such headache to do a simple task.. and why do I get a prompt to put in my password every 2 screens.. it can't even remember that I ticked the check in REMEMBER MY INFO box.. lame apple glad I roll something else less bulky and cavemanish..     If you want free apps without providing a credit card, just follow the steps in the article exactly, creating a new Apple ID in the process. You cannot use an existing Apple ID. As to the password issue, given how many people complain that they purchased something when they didn't mean to, or their kids bought something without authorization, it's no surprise that Apple requires verification relatively often.
    I don't understand your whine about having to buy an app to use the iPhone. There are no app purchases required. Many people go quite happily using just the apps included with the iPhone without every buying anything extra. So I don't get your point.
    Otherwise, we're all basically just fellow users here and really don't care what you buy or don't buy. If you believe some other device and service will suit you better, by all means to buy that product.
