Creating a new iTunes Store or App Store account
When you create a new store account or sign in with an existing Apple ID (that you haven't used in the store), you must provide a payment method. If you want to remove the payment method after you create the account, you can change your payment information to None.

If they are available in your country then you might be able to buy them Apple, electrical stores, supermarkets etc - but gift cards are not currently available in all countries, and they are country-specific i.e. they can only be used in their country of issue

Assuming that you are having a problem redeeming it, then was the gift card issued in the same country as your account is based (if you are in Gujarat in India then I don't think that gift cards/certificates are currently available there) ? They are only valid in their country of issue. If it was issued in the same country and the page that you posted from doesn't help then you will need to try contacting iTunes support (you will need to give them the serial number and activation code from the card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then iTunes Cards And Codes

You can contact iTunes Support via this page (these are user-to-user forums) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then iTunes Cards And Codes (you will probably need to give them images of the front and back of the card, and possibly its receipt)

JSPs add blank lines ('\n' characters) ... first you need to get rid of
          those. This particular item has been discussed several times here.
          Secondly, you need to set the content type. Do this by looking for .xls in
          HKEY_CLASSES_ROOT in regedit.exe on Windows. I see that the type is
          "application/vnd.ms-excel" on mine so I assume that's what you need.
          Third make sure that the URL ends with a good XLS file name, such as:
          http://www.blah.com/blah.../GoodFileName.xls
          Now you'll fool the client into working correctly.
          Regarding the gift certificate, just donate $35 to Habitat for Humanity and
          take a tax deduction for it.

Gift Certificate Crash

When I try to purchase a gift certificate (like I did last year), this is the message I get when I press BUY, "This apple ID is not currently eligible to purchase gift certificates. I have tried two different Apple accounts with verified emails to no avail. Any suggestions?

This sort of problem has been not uncommon since a Chinese hacker ring cracked the redemption code system a while back and started putting out fake iTunes cerftificates. You'll need to contact the iTunes Store and discuss the problem with them:

Sign in to redeem your code - Never Ending Loop

I'm in the process of trying to redeem a digital download... When I go into iTunes it asks me for my code, then after clicking redeem I'm given a login prompt saying 'Sign in to redeem your code'.
When I enter my login and password (the same one I typed 2 seconds earlier to download my iTunes App updates and the same one I typed to log into my account to post here), it comes right back up and gives me the same prompt agan and again and again and again and again and again and again and again and again and again and again...
It never gives me and error message of any kind (and again, I used the same login and password both before my attempt and after with no problems), it just repeatedly asks me for the informaiton...
Anybody have any ideas on this???

I ran into this recently as well. It is caused by a file in the user library preferences.
First, make sure iTunes is closed.
Open ~/Library/Preferences and delete everything iTunes related in the ByHost folder (much of it will look like com.apple.iTunes etc).
Relaunch iTunes and try again and it should work. If the issue persists, deleting everything from your prefences folder will resolve the issue HOWEVER you will lose much of your application specific user settings, and in rare occasions Activation credentials for certain paid software. By doing this you will be deleting many files that have absolutely nothing to do with the issue in an effort to get rid of the corrupted ones. Things like Skype, Spotify, iMessage etc will require you to sign in as if you have never used the apps before. All this generally does is revert your application settings to default which isnt a big deal and doesn't result in data loss. I would possibly recommend just moving all of those items to a folder on your desktop and then manually reincorporating them until the issue comes back. Once the issue is present again, whatever you incorporated last was the file that was causing the issue. The rest may be fine.

So, there is no explanation of what range this limit applies to (a day, a week a month, forever?). This was my first purchase of the day (the $40) and no explanation that I could find explaining why I can't use my Credit Card to purchase anything I want in any amount? I Like using Gift Certificiates as Gifts to my staff. According to this, I can't buy 10 people a $30 Gift Certificate in a (I'll say month)...
Can someone help clarify this rule and the possible rationale behind it? And What I need to do to have a larger allowance?

I resolved this myself, by going through iTunes support. Sent them an email and they eventually gave me the answer. The allowance is a 30-day rolling figure and they will increase your allowance if you ask them. So mine has gone from £25 a period to £150!
