I have an old account with my credit card information but I want to change it because I had this problem with my bank! so I couldnt find the option "none".. what shall I do ?

You must have your iTunes and App Stores set to the same country that your billing information is based in (i.e.: must use a US credit card in US iTunes and App Stores).
If you move to another country, you need to change the country of your iTunes Store, App Store, iBooks Store, and Mac App Store account. Otherwise, your credit card might not work as payment. For example, only German credit cards can be used to buy content from the German iTunes and App stores.

Error message tells me I already have an account, but when I sign in, it says I don't.

I try to register for eprint and I get an error message saying I'm already registered. So I sign in and it says I don't. How do I register for eprint? It says I have an account, but I never registered on eprint. I guess at my password and it says they don'r recogize my email and password. I've tried like 12 times and it still doesn't work.

Do you have a Snapfish account? if so, try signing in by clicking on the Snapfish icon underneath Sign In (where it says Sign in with another account).
If you do have a Snapfish account already, AND it still won't let you sign into ePrint with it, go to Snapfish.com login page and click "Forgot Password". This way you can reset it. Once you have reset your password, by waiting for the reset email, then try logging in to ePrint center again by using the Snapfish login.

You'll need to open an account in the iTunes Store via the instructions in the article from which you came, getting a free iOS app. You then should be able to get free apps from the Mac App Store. Note that the instructions apply only when creating a new Apple ID. You cannot use an existing ID without providing a payment method.
