If you want to use the email address that you used on the first account then you will need to remove it from that first account before you can do so e.g. via the Store > View Account menu option on your computer's or via http://appleid.apple.com - you can create a new email address via http://gmail.com or http://hotmail.com to replace it with.

Are you using a debit card? I read somewhere that debit card are not being accepted by itunes. Go to settings/itunes & app store, tap on the ID there then on view account, log in and check payment details to see if they are correct.

Most likely because your credit card is expired.
Either repklace the credit card with a valid card or remove the credit card completely.

Did you follow the instructions on that page exactly when creating the account (the instructions won't work with existing accounts) ? I've just tried it and I get the 'none' option i.e. I logged out of my account and found a free app in the store and clicked on its free 'price' :
And on the popup that you then get I clicked on 'create Apple id' :
Which then gave me the 'none' option :

Is the namd and address on your credit card exactly the same as on your iTunes account ? I just hooked up my Apple tv and im having problems already..When i enter my ID and Password for itunes it says that it is not valid,yet I double checked and its correct. Also, when I try to find the code to connect my Net flix account in Air Play the icon for the code is not there.I have wireless internet connection and it says Im connected so thats not the problem. Im ready to return my Apple tv for another product..Does anyone have a fix for this problem??

Why doesnt jpeg show up as an option when i do a save-as?

out of the blue, when i go to Save As my tiff, the options are about halved. and jpeg is not one of them! suddenly i cant turn a tiff into a jpeg. help!

It just automatically switches to 8 bit and "as a copy" operation to save JPEGs from 16 bit documents. There's no problem with the saved files.
I don't know how many other formats this shortcut applies to. I know I (probably among others) requested it going WAYYY back, because without it what I was occasionally doing (by accident) was switching my document to 8 bits/channel, Save As JPEG, then forgetting to go back in the history to preserve the 16 bitness in the master document.
From what I have seen, all the modern browsers handle 24 bit PNG files nowadays, and have for some time.

When I am trying to change my Apple ID, it shows that my payment method information doesn't match in my bank's records, so I ask the bank, they' said it had no issue, so what's wrong? How can I change my Apple ID successfully?

Change your Apple ID? sorry not a clear question.
To CHANGE and Apple ID -> you go into your account by going to appleid.apple.com sign in [which has nothing to do with billing etc] and change the primary Apple ID.
So at this time not clear as to exactly what you are asking

Look for a None option in the Payment Methods;
If you do not have one you will have to supply a bank card or redeem an iTunes Gift Card.

Is it asking for a PIN (for a debit card) or the three-digit number on the back of the card (for a credit card)?
