hd show i have downloaded them in the past and they work fine but now i cant buy any new ones it grayed out and wont let me click on them
If you Go to the app store on your phone, then go to updates you should have a purchased icon at the top.
Click on that and it will show the apps you have downloaded before as they are stored on the icloud.
Then you should be able to click on the app and redownload it, not sure if it will charge but its worth a try. -

Your account is linked to Tom.com who is Skype partner in China. Usually account is linked to Tom.com if you have created your account in China or made purchases there.
