I've heard that I can't buy apps with the card outside the US. Is this true?

No. A gift card may only be redeemed in the country iTunes' Store where it was issued.

    Uh, I have $20.42 in my account from gift cards.
    When I go to purchase the update, it says i have "Insignificant remaining Store Credit" or will give me a "Session Timed Out" error.
    If anybody has any idea, I was going to call apple support in the morning, but i was hoping someone will know.

    You can use your account's credit, but if it doesn't cover the purchase price then you will need to have a credit card on your account so that the remainder can be charged to it.
    If you are in the US then you need to add on your state's sales tax to the app's listed price - would that take it over the $152.43 that you have ?
