    Yes - gifts are sent to an email address not to the iTunes account, the email has a redemption code in it which the recipient then redeems. The recipient needs to be in the same country as yourself, he/she won't be able to redeem it if their account is in a different country's store.

    They can create their own: http://appleid.apple.com and you can add them at the addresses they use for their ID.
    Sharing an Apple ID is not recommended because all of your data gets merged and when it gets deleted from one device, it deletes from them all, such as Contacts.

    You might be able to buy the gift cards from Best Buy. They sell iTunes cards and will accept international credit cards. See:

    I didn't realize what's this question was really about until days before.
    There were news about apple calling off the Line's in-app function of sending gift sticker to friends, in the reports they only mention "for some reasons the Apple forced Line" to do so, and never explain, probably people would just like to have an answer from Apple.
    I didn't even notice when they removed that function.

So only if iTunes cards are issued in Vietnam, and if they are if you can find a retailer there that sells such cards and would accept an out-of-country credit card, would you be able to purchase a gift card for your brother.
