I bought an app as a gift for my brother-in-law, I live in the UK he lives in Australia, the app is available in both countries but he can't redeem the gift? Is there anyway to do this?

Try logging out of your account on your computer's iTunes via the Store > Sign Out menu option and (without signing back in) then see if the 'gift this app' option appears on that app, and if you can then gift it (you should be prompted to sign back in when you select 'gift') - I have the same 'feature' on my Mac's iTunes.

I purchased an app as a gift. I see it in my order history. How long should it take for the recipient to receive the email? Its been over 12 hours. I've tried resending it. Nothing magically appears. I even tried sending it to myself. NOTHING.

I own Monopoly for iPad and was trying to gift it to my dad for his new iPad but that link option doesn't show up in iTunes ... the GIFT link shows up fine on apps I haven't already bought for myself ...

That is an interesting question...there appears to be no way to gift an app you've already purchased...maybe to avoid confusion about people thinking they can gift things they have purchased for free? A workaround might be to log out of your Apple ID, then navigate to the app in iTunes, click the 'Gift This App' button and then sign in when prompted.

OK, so it sounds like you are trying to do the gift on your Mac. I also tried it on my Mac with an App I had already purchased, and you are right - it doesn't give you the option to gift it....on the Mac. I looked up the App you were asking about, and based on what I could see in the iTunes Store for Apps, and on your indication that you have an iPhone 4, it appears that this is an iPhone app?
If it is, then you can gift it (even if you have purchased it) via the iPhone App Store (I tested this with my purchased app that showed no "gift" option on my Mac). Click on the App Store on your phone, do a search for your app, then click on the share option at the top right hand corner. When I tried this on my iPhone using the same app that I had looked for in iTunes on my Mac, it came up with a window that had the "Twitter/Email/Facebook/etc. options, but it also had a "Gift" option.
So, try to gift it via your App Store app on your phone.
Hope you have the same results I did!
P.S. I have also sent in a support ticket to iTunes Store Support for this - clearly there is an issue.... (sorry about the misunderstanding - it doesn't work the way it is supposed to!)

I am trying to gift an app that I already own, but there is no "gift" option. Am I missing something?

Is this on your Mac's iTunes, and it's not a free app ? On the current version of iTunes I get the 'gift' option on apps that I've bought, but there was a 'feature' on a previous version of iTunes : if you log out of your account on your Mac's iTunes (e.g. via the Store > Sign Out menu option) you should then get the gift option on the app - you will then be prompted to sign back in as part of the gifting process.

You cannot use a balance from a gift card to purchase another gift. You will have to provide a credit card.

Not unless it is carried by both stores. Even then, I am not sure that it will update because the UK store database may not be tied in with the UK store.

To do what? Update? You would, but you're not allowed to unless you fly back and forth between countries.
I have a 30$ US card I want to use up, and switch back to my UK account without running into any problems now or later, that's all.
Do you live in both countries? If not, you should not have purchaed a US card, or the person who gave it to you should have given you one for the UK. Have them take it back and use it themself and give you a UK card.
Why are they making this so **** difficult.
Read my earlier post about licensing. OK and USA laws may not be the same on some points and somebody may be willing to sell in one country but not the other.
