Clearly the problem is ANY item I have purchased/own can not be gifted.
I can't believe I am the only one having this problem.
By the way I tried from my desktop in iTunes and guess what.......
SAME PROBLEM.
I find this all very amusing.
Someone in charge at iTunes HQ has either missed this or has some explanation for this.
I would love to know the reason.

I cannot download an app from the app store, it keeps loading until it says "You have already purchased this app so it will be downloaded no at no additional charge", and then it prompt for password and I input it after which nothing happens.
I know my icloud has record of my installing this app before, but that was the first install that was failed during that time some other apps also keeps loading without respond whey they updated itself, and this app didn't install before I restart the device. But I don't see this app on my device after I restarted the device so it should have been installed on my device. Connect it to your computer and restore it as a new device. Then chose what music you want to sync with it and do so just like your Touch does.

Purchased book from iBooks. Went to store - purchases- chose the book to download by choosing the cloud with down arrow. Get message that I have already purchased the book, go the store purchases to download, which is exactly what I am trying to do. I am just in a continuous loop, but can't get the book to download. Any ideas?

You can re-download content purchased from the iBook store (availability varies depending on location) using the purchased option from the Quick Links section in the top right corner of the iTunes homepage in your iTunes application on your computer.

If the problem re-occurs, select the content which is causing a problem and use the 'Report a problem' button in Your Purchase History using your computer. -

This has happened to my twice now. I have bought songs on itunes, then at some point deleted the song from my itunes library and told it to hide it in the cloud or whatever. I only do this so that the songs that are not in my itunes library do not show as being in my itunes library.
Then, at some point I will decide that I want that song again. So, I go into itunes store and search for it in purchased, and it does not find it. So I then search for it in itunes store again, and it shows it there with the 99p next to it. So, I click on it to buy it, and it shows the message 'You have already purchased this item, would you like to buy it again?'. At first, I clicked no, and was back to square 1, without a song and it still showing the 99p next to it. So I did a search on google and found an article that said as far as I understand to just click buy and it would offer for me to re-download it for free.

So, I did that and it charged me for it.
Like I said, it has happened to me twice now, where I remeber buying a song, then hiding it in the cloud, and having to buy the song again. What can I do to stop this?? Is it a bug that I have to buy it again??

I had 6 apps showing updates, the 6 badge icon shows on the App Store on my iPhone and, having run them all, the 6 apps have two copies each on my iPhone: one that is the old version of the app and will not run and the other is a faded version of the app with an empty progress bar on the icon. Click those and you get an error message about connecting to iTunes, etc. as described in the article I linked to above.
It gets stranger than this. If I install a completely NEW app, the 6 that are stuck mid-update heal themselves and appear with the new version only, however now completely different apps (Hold Em for instance - which I did not update and didn't need an update) will not launch "app name Cannot Launch" message comes up.

I want to gift a season that I have purchased. When I select the season I am not given the gift option, only "you have already purchased this season" Help....I'm trying to give Apple money here!
Another poster said that if you sign out of your iTunes Store account, go to the item you wish to gift, and select "gift" and go through the purchase process, it will then ask you for your account information and send the gift. I haven't tried this myself, but it's worth a go.

How do I get the none button to pop up so u don't have to have a credit card for apps? I owe nothing for apps from Apple, NOTHING!? And it still does not show the option "none". If it helps the card I have is a debit.
I'm happy you figured it out and just try to keep in mind that not everyone you talk to at support will give the same advice or have the same knowledge. Just like those who contribute to these forums. Sometimes Google is your best friend.
I agree that Apple could probably make it easier, but as of yet prefer security over freedom. (sound famaliar?)

Open the Mac App Store on the other Mac and in the Quick Links sign into your account. See if the Mountain Lion purchase is among hidden apps in the iCloud area of your account info.

She can't from iCloud without setting up your iCloud account on her phone. But just sync the same apps from your iTunes Library on your computer to her phone.
Your wife should setup her own iCloud account - which is separate to the iTunes Store accounts.
