You've checked the spam folder on your account as well as the inbox, and you don't have any filters/rules on your email account that might be deleting the email ?
The sender could try contacting iTunes Support and see if they can help with why it's not being received : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

The purchase history on your iTunes account will only show purchases from the iTunes stores (iTunes, app store, ibookstore, Mac app store), not from Apple online or bricks-and-mortar stores.
Does anything show on your credit card ? If the email is genuine then it's possible that your and their email addresses are similar and that they gave the wrong id (or the store typed it incorrectly), it doesn't necessarily mean that anybody has access to your account.
For the contact, you will initially just receive an acknowledgement email, the proper reply may take 24 (possibly 48) hours.

Gift Cards and Certificates are valid for use only in the country in which they were purchased. Only residents of the U.S may redeem gift certificates purchased in the U.S.
You can still help them set up an Apple ID without payment information so that they can download free items through the iTunes store though. The steps for performing that can be found in the following article:

hey, thanks for the reply but that isn't the issue. my issue is that the animation doesn't stay within the div container. I tried what you said via chrome console but that's more of a hack way of doing it. I should be able to contain the animation within the div that its being wrapped with but for some reason it is jumping outside the div container.
Does that make sense? Would be awesome if there was a walkthrough on how the edge animation settings worked. for example the code below. would i need to adjust something below for it to contstrain within the container?

I don't have a credit card, and I don't have a itunes gift card, but I do have $20 registered to my account. I can't buy anything without "verifying my payment information"???

Everytime I want to buy a song on itunes it asks me to verify my credit card or put in a gift code. If I ALREADY bought $20 worth of gift codes why do I have to verify my freakin payment information. This is rediculous. Why can't there be a "none" option??

HI Gary: I can't speak directly for movie purchases, but I recently downloaded an App to my iPad. iTunes took part of my payment from my remaining iTunes gift card and the remainder was charged to my credit card. The emailed receipt clearly stated how much was charged to the card.

By 'not letting me' you mean ... ? If you are getting an error message then what does it say ?
Debit cards are no longer accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account.
If the card is being declined then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support and see if they know why it's being declined (but you may not be able to use a debit card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

We are fellow users here on these forums, you're not talking to iTunes Support - I've asked the hosts to remove your email address from your post (it's not a good idea to post personal info on any public forum).

Just hit #2 for pay bill then the automated line with give you the steps to pay your card. Have your gift card number and pin ready, which can be found in the rebate email.
