HT3529 Why can't I set up iMessage on my iPad?

It says iOS is up to date and it has battery. I sign in and my phone number & email are checked. When I press next, it says verifying for a few seconds then goes back to sign in. I keep trying but it doesn't change. My friend with an iPad 3 is having the same issue when she tries to setup FaceTime. I don't know how to make it work! I also have tried only checking my phone number or only checking my email but the result is the same. I've noticed however that it says iOS is up to date, 6.1.3, but on the Apple site there seems to be 6.1.4 available. I don't expect this is the problem, but it's just something I noticed.

I can't send an imessage on my ipad, but I can when using my iphone. The message is being sent to the same person on both devices, but only the iphone sends it. The receiver is registered with imessage, but when I go to send the message, it says "this person is not registered with imessage". Also, emails do not work either. Tap Settings
Tap Wi-Fi on the left-hand side
Tap the blue arrow next to your current Wi-Fi network
Tap the “DNS” field and enter the DNS servers; 8.8.8.8
Now see if it is working.

The way the date/time was displayed was changed in iOS7. There had been numerous complaints about not having a date/time stamp on all posts, so it was changed to display the time for all by sliding the post to the left. They left the date stamp to show differently. I couldn't tell you what it does for posts more than a week old, as I never save my messages that long.
Meg's post provides for software where you could move the SMS to the computer and it should contain a full date/time stamp on it.

I have an old iPod Touch with old software that can no longer be updated:
iOS version 6.1.6
I've been searching for a solution to my iMessage login problem for months and tried everything from those frustrating links and all the tips from other users.
Here is what finally worked:
1) Settings > Privacy > Location Services > On
2) Settings > General > Date & Time > Set Automatically > On
3) Reboot device until Apple logo appears
4) Settings > Messages > Sign In

Why can't I login to iMessages from my Mac? It just started all of a sudden, all my iMessage conv's are offline. I tried but get an error message that states "Your Apple ID "xxxxxxxx" can't be used to set up iMessage at this time" and then a customer code to contact apple. There is no official public documentation of that alert as far as I know, but according to reports, it can sometimes mean that the same Apple ID is being used with the iTunes Store or one of the other Apple content stores, and the payment method is invalid. Sign in to the store and review your account. You do not, of course, have to provide any billing information to set up an account to use only with iMessage, as it's a no-charge service.
Otherwise, do what the alert tells you to do. According to reports, you won't be charged for the support call if you select "Apple ID" as the product and cite the customer code in the alert as the "validation code" to the representative.

You stated earlier that you had already deleted the "madrid" .plist with no effect.
Can I check you did this with the app closed down or at least restarted the app straight afterwards ?
If you did that close the app if open and access the ~/Library/Preferences folder again.
This time delete com.apple.imessage.bag.plist
This item stores the Apple server used for your Login to the iMessages server and contains a date/time reference.
Restarting the app after deleting this file will make it reconnect with the iMessages servers in a fresh manner which my solve things.
It may sort out any date/time issues with the stored date.
Messages is one of the app that Apple have "Sandboxed".
This means that some of it's operations are held away from other apps to prevent one app bringing down several others.
This is turn means that the route or path used by the app to Read and Write to the various .plists is different to the direct placing in ~/Library/Preferences.
The Path is ~/Library/Containers/com.apple.iChat/Data/Library/Preferences
Mostly the items in here are then Aliases that point to the actual originals in ~/Library/Preferences. However there are exceptions.
You can copy and paste the Path above in to the Finder > Go Menu > Go to Folder dialogue box to access this folder.
Once there use the Finder's View Menu > Show Path Bar.
This adds a collection of folders across the bottom of the Finder window.
Right click on the Preferences folder at the right hand list of the Path.
Chose the Get Info option.
In the Info panel scroll to the Bottom.
Your Shortname should appear (with (Me) as well) and you should have Read and Write Permissions
If you highlight this and then use the Cogwheel type iCon it should reveal you shortname again but in Greyed out form which mean you Own the File/folder
Repeat this for each containing folder until the Library item on the left (you don't need to do the Little House icon one)
You should have Read an Write Permissions and Own all of them.
