I turned on voice over & now I can't unlock my phone. Please help. Thank you.
ONLY the carrier to which it is locked can unlock it. No one else at all.
You would have to contact AT&T and see if they offer this service now. They have never unlocked iphones, but there have been articles saying that they may start unlocking them soon,
Contact them and ask.

The only place you can purchase an unlocked iPhone is directly from Apple.
If it is locked to T-Mobile, you will need to contact T-Mobile to unlock it. -

I helped him create a new email address and new iCloud account on my Mac but when we try to register the phone with Apple it says: Maximim accounts limit reached for this device. How can he register the phone? I read different threads and found out that only Apple care can do that. We're in Romania and don't know where to call. Any suggestions on how we fix this?When I checked the support site for Romania, you apparently don't have an Apple Care contact center. Hello i try to use another SIM card with my iphone 4s now it said i need to unlock the phone with my Sim carrier ... here is what it says below

The carrier is the only one that can unlock the sim of the iPhone.

Contact the cellular provider in Canada to determine if they offer unlocking and if you qualify.

I bout the app "find my phone". Accodingly updated I tunes so that I could access icloud. Did all that. However, when I tried to unlock my phone with my password (which I did not change) it did not recognize it. Help!!

If you do not have access to the computer you normally sync with, it may be necessary to use one of these methods to erase your phone and remove the passcode:
iOS: Forgotten passcode or device disabled after entering wrong passcode

If you see one of following alerts, you need to erase the device:
"iTunes could not connect to the [device] because it is locked with a passcode. You must enter your passcode on the [device] before it can be used with iTunes."
"You haven't chosen to have [device] trust this computer"
If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
Alternatively, place the device in recovery mode and restore it to erase the device:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

Send it back to your brother & have him get it officially unlocked, because there is no way for you to do that.
Only the carrier an iPhone is locked to can authorize the phone's official unlocking, & most(if not all) will not authorize such unless your are a customer that used the phone on their network...obviously not you.
So, send it back to your brother & have him get it unlocked or return it for a refund. -

Sounds like a hardware issue. Bring the phone to Apple for evaluation.

You can't. Only if you set up find my iphone on the phone then you can use icloud to find it.

You will need to restore the phone on the computer that you normally sync the phone to. That is the only method. You can restore from a backup so that will no affect your data.
