I cannot download any apps including free apps as all the cards I have used continue to decline when there is money on these accounts please help me!

Try resetting the password, even a number of times, until it takes. It took the third attempt on a family member's iPad before it was successful!

You can contact iTunes support by going to this page, selecting iTunes > iTunes Store and sending them the details. Just so you know, the people on these forums are just other Apple product users like yourself, Apple does not generally answer questions here.

i use to be able to download everything i wanted, just tap and sign in and good to go, now it takes me to a verification page where i have to put in my security code for my credit card. but then it says contact iTunes support... its getting really annoying when i try to take my card off it says it could not be saved. or the same contact iTunes support ****

Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them. -
When I was playing clash of clans and went to buy gems, the message "contact iTunes support to finish transaction" came up. Any idea?
