The usual reasons for an Apple ID getting disabled are either unauthorized activity or violations of the Terms & Conditions.
Submit your request to iTunes Customer Service and if appropriate, they will re-enable it. -

My iTunes won't open and I am getting message "the file iTunes library .itl"cannot be read because it was created by a newer version of iTunes. Anyone have a suggestion?
I don't know why this error occurs, unless you have attempted to downgrade iTunes.
This method should get you up and running again.
Empty/corrupt library after upgrade/crash
Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
When you get it all working make a backup!

What type of card are you trying to use as your payment method, credit or debit ? If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. Hey everyone
With my iPhone 4S I purchased the NAVIGON Europe App, downloaded needed files and maps within the App and all worked fine. But when I try to buy certain add-ons via In-App purchase I get a window telling me that it can'T connect to the iTunes store and that I have to contact iTunes store support.
This is what I have already tried to make it work:
Reset my iphone via iTunes (set it up as new iPhone)
Changed itunes store payment option from Click&Buy to credit card
restarted iPhone several times
scratched my head
checked restrictions under settings in iPhone: all is correct; in-App purchases allowed
chewed my lip
finally sent a message to the itunes store support.. waiting for their answer
no changes so far. I still get the same error message.
Any ideas?

I have gone to day and still get "Cannot conect to itune store" message on my ipad. My wifi connection is very good. I can run Safari and get mail and run all other apps that require internet.
i have the same problem and all anyone does on the forum is to refer me to the same help page from apple whcich is of noe help at all. my wifi is fine everything on the ipad works and connects except to the apps and itunes. can someone give me some real advice please. this problem is driving me crazy. ive searched forum after forum and i cant find nay real answers. thanks
