The tech support people can help with Playbook purchased apps. If you've called and they said they cannot, you were lied to.
Even in the link you posted, in #10, it states clearly "App Refund related matters are handled by BlackBerry Customer Care." That, my friend is accessed by the support number. Again, if you were told otherwise, you should inform them of such or ask for a manage/supervisor.
And, you don't have a "Partner ID" because you are not a "Partner". The section you're referring to applies to mobile providers, which are the Partners.

There is nothing your friend can do to redeem the app. Gifts, as the ITunes Store says when you go to make the gift, are redeemable only in the country of purchase. Whether you can get a refund no one here can say with certainty. The terms of sale for the iTunes Store state that all sales are final. You can contact the iTunes Store, explain the reason for your request, and ask, though:

It's possible they'll make an exception for you.

Hello! I bought an iPod touch 3rd gen at a pawn shop and when i tried to set it up, it would not connect to my iTunes OR Wifi so that I could finish set up. Is there anything I can do to fix this before i take it back and get my money back?

Apple stores offer a 14 day remorse period where you can return a purchase for a full refund without having to give a reason however this has probably expired - unless you bought from a different store with a similar system which you still happen to be within the time limit for.
Your best bet would be to sell your iPod 3G and put the money towards a new one. If you are having trouble selling it an Apple store will take it and give you 10% off a new iPod. -

Apple's policy on sales of digital content is that all sales are final. If however you wish to appeal to Apple, select the content which is causing a problem and use the 'Report a problem' button in Your Purchase History. -

Sounds to me like a hardware issue or maybe something is stuck in the headphone jack. When you plug in headphones, the jack in the iPad is switched to play only through the headphones and not the iPad's speakers. Sounds like either the jack is faulty or there is something stuck in the headphone jack. Get a flashlight & look inside the jack for anything that looks like it doesn't belong in there.
Regardless, I'd take it in to an Apple Store if you have one nearby to have it checked.
EDIT: "Ocean20" had an excellent suggestion above. While doing that, you may also want to rotate/twist the plug in the jack back & forth a few times as well. Dirty contacts can often times be cleared by doing this. -

I downloaded some books that appeared to be in English but they aren't, how to I get my money back?
Are they described in the store as being in English ? If they are then you could try deleting them from the bookshelf in the iBooks app and redownload them via the Purchased link in the ibookstore in the app : re-downloading.
If they re-download in the wrong language again then try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account (Store > View My Apple ID on iTunes 11) and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find the books and use the 'Report a Problem' link and fill in details about the problem (iTunes support should reply within, I think, about 24 hours).
Some people have had a problem with the 'report a problem' link (it's been taking people to this site on a browser instead of showing a form in iTunes) - if it does that to you then try contacting iTunes support via this page : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page. -
