What do I do if there is an apple purchase on my bank account that I did not make?

If these charges are being made to a credit or debit card, the most immediate thing you need to do is to call your credit card company or bank and report the unauthorized charges. That company can contact Apple if they need additional information.
Next, log into your iTunes Store account and see if the purchases are reflected in the Purchase History. If they are, immediately change the password to your iTunes Store account, making sure it's not something easily guessed or looked up. Then go here:

and follow the instructions to report the issue to the iTunes Store. 
If the charges are not reflected in the Purchase History, then it's most likely a fraudulent charge to your credit card directly rather than an unauthorized purchase through your iTunes Store account in which case it will be up to your bank to handle.

    Have you made in-app purchases in the games ? Though the games may be free to download some then allow in-app purchases to unlock extra features or levels etc.
    And/or did you add or change your credit card details on your iTunes account ? If you have then each time that you do so a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - read the page that you posted from for more info.

    Have you just entered or changed your credit card details on your iTunes account ? If so then it's probably a holding charge that is made to check that the card is valid and active, and it should disappear off the card within a few days : http://support.apple.com/kb/HT3702

    Look at you purchase history to see what it was.
    If you believe that your account has been hacked, then change your password and alert your credit card company and discuss reimbursement with them.

    I attempted to buy some credits in the Bingo Bash application, which charges to my iTunes account.  The application indicated that the purchase had not gone through.  Stupidly, I tried it a total of four times, each with the same result.  I did get the email confirmation several hours later from iTunes that the purchase was made.  I attempted to hit the "report a problem" link in the emails, which failed to go anywhere where I could report the problem.
    Other than contacting my credit card company and tell them to deny the charges, is there anything I can do with iTunes to get them to credit my account?  I won't ever do that again with that application, obviously!  Trying to contact iTunes support seems like it is probably impossible - all the help points you toward using the link in the email, which does not work!

    Each attempt to validate the credit card causes a temporary holding charge to be put on the card. Normally these vanish immediately afterwards and never appear on statements, but some institutions seem to handle things differently. Check with the card issuing company, they might be able to help you understand why it hasn't validated already.

    You're confusing icloud and itunes store accounts.  Individual users should have their own icloud accounts (using their Apple ID) but multiple users can share the same ID for logging into the itunes store account.
