It is the method by which you pay for purchased downloads from the stores (iTunes store, app store, ibookstore, Mac app store) e.g. a credit card, iTunes gift cards (if they are available in your country).

Hey, I need help... I just finished up the remaining credit on a gift card (all but .85) so I set up my paypal account to be my payment method as instructed. But everytime I try to purchase a song it says I don't have enough money in my account, so I go through the entire process again. Help!!

What do you have on your iTunes account for paying for your downloads ? Credit card ? Debit Card ? If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. I already have a valid payment method for my iTunes account, but can't get past the Family Sharing setup prompt telling me to add a payment method . What to do?
I had the same problem and found a bunch of others did, too. Unfortunately all the posts had no responses! Anyway, I previously had my payment method linked to my paypal. I tried changing it to my credit card and it worked. Don't know if there's a bug with using paypal but that seemed to be the culprit for me. Good luck!

This sign appeared in my account: "Your payment method was declined. Update your biiling info'. After adding new information about my others cards I see the same sign. Can't understand what the problem is and what should I do. Everything used to be good before.

Do you have a different card that you could try, or does the 'none' option show on the payment's screen (you might not get 'none' if you owe money or if you have a payment coming up e.g. pre-order, auto-renewing subscription) ?

This mode of payment is used for international suppliers.
It can be paid in foreign currency or USD.
Wire payments are same day payments.
EFT:
EFT ensures funds transfer from one bank account to another using electronic links.
Can be used to make payments into domestic banks (within US) in USD only.
It is faster than check payments.

First, click the round flag icon bottom right corner of the iTunes Store window to select your country.
Then click Store > Sign In from the iTunes menu bar the click View Account.
You can select a payment method from the Account Information window. -

I don't think that debit cards are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. If you don't have a credit card then are iTunes gift cards available in your country ? They are not available in all countries and they are country-specific (they can only be used in their country of issue), so you won't be able to use those from another country. -

Are iTunes gift cards available in your country ? They are not available in all, and they are country-specific (they can only be used in their country of issue), but if there you could possibly use them as your payment method. -
im trying to connect to apps store and to download apps but i cannt. the massege that say me is your payment method was declined. what can i do about this?
Try removing said card then re-enter all card details, if still no joy then try a different card to see if it is the card or a problem with your iTunes account, one other thing that you could try is changing your iTunes password as this sometimes cure thing as well.
Also have a look at your purchase history to see if you have any items that are still waiting for payment as this can sometimes screw up your payment method, if this is the case then I would defiantly try a different card.
If none of the above work then I would contact iTunes support. -

Then contact your bank and find out why the authorization is being refused.
Note that debit cards are not accepted in all markets. You need a valid credit card with a billing address in the country of the store in which you're trying to set up an account. You must also be physically present in that country.

apple is not accepting my payment method ,I also used many mastercards but it is always declining it is very annoying what should I do?
The quickest way to get an answer to this may be to contact your card issuer directly, it may be that they are having issues with their payment gateways. Also a good idea to do what Ralph9430 suggested as well though.
